THAT Report CS -09 -98 be received; and 2. THAT Council consider all submitted grant requests; and 3. THAT all applicants be advised of Council's decisions. 1.0 BACKGROUND 1.1 The Municipal Grant program is intended to provide financial assistance to community organizations providing programs and services within the Municipality of Clarington. In accordance with previous direction, staff has identified $65,000 as the maximum dollar amount available for allocation, excluding requests by the two museums, the Visual Arts Centre, the local Cemetery Boards and Handi Transit. In 1997 $54,025 was awarded through this process. 1.2 In keeping with current policy, an advertisement was placed in all local papers announcing the program and establishing a deadline for filing an application. A total of 37 applications have been received for review and consideration (compared to 42 in the 1997 process). The 37 applications represents a total of $168,925 in requested funding (compared to $239,050 in the 1997 process). ..../2 PEH °SAE . LE 020 TRLS 6 PRIMED CN RECYCLED PAPER REPORT CS -09 -98 -2 - MAY 25, 1998 2.0 APPLICATION PROCESS 2.1 All applications received by the Department have been recorded onto a summary sheet (Attachment #1) providing Council and staff with an overview of all applications being considered. 2.2 Each application is also presented on a one page summary form (98 -001 through 98- 037) providing basic information necessary in considering the appropriate level of funding for each applicant organization. 3.0 ADDITIONAL INFORMATION 3.1 From time to time, various applicants make comments through the application process, or in other cases, resolutions of Council were previously approved that may affect how a particular application is dealt with. The following list of applications and associated comment is provided for the information of Council: 3.1.1 Application #98 -001 - Durham Countryside Adventure - Although the summary sheet identified $3,000.00 received as a Municipal Grant in 1997, this applicant was not considered through last years grant process. Funds were allocated by Council through the Unallocated Grant Account as a result of a delegation that appeared subsequent to the 1997 Budget Deliberations. 3.1.2 Application #98 -005 - Newcastle Community Hall - Although in 1997 this application identifies $11,000.00 as being received as a Municipal Grant, $4,000 was forwarded to the Hall Board for operating expenses and the additional $7,000.00 was provided through the Property Maintenance budget for Capital upgrades. Of the $13,200.00 required in 1998 $10,000.00 is for Operating and $3,200.00 is for Capital. The $3,200.00 is for floor finishing which is not provided for in the Property Maintenance budget. 3.1.3 Application #98 -009 - Friends of Second Marsh - In 1997 the following resolution was approved : Resolution GPA- 148 -97, "That a one time grant in the amount of $1,000.00 be approved for the Friends of Second Marsh. " NWAI 1021 REPORT CS -09 -98 -3 - MAY 25, 1998 3.1.4 Application #98 -012 - Durham Central Agricultural Society - It should be noted that through Report Admin -23 -95 that a grant in the amount of $27,000.00 was approved for the Durham Central Agricultural Society with an agreement to repay same, without interest, over a period of five years. The total amount of $27,000.00 is still outstanding (not due until July 2000). 3.1.5 Application x{98 -013 Clarington Minor Hockey Association - In a letter attached to this application, the Executive of the C.M.H.A. passed a motion stating that if additional financial assistance could be provided in accordance with this years request ($5,000.00), the Clarington Minor Hockey Association will not make any future applications for funding. 3.1.6 Application x{98 -023 - Tyrone Athletic Association - The $20,000.00 requested has been identified for park improvements, it should be noted, that Council has approved $40,000.00 within the Public Works Capital Budget for Tyrone Park Improvements in 1998. 4.0 COMMENT 4.1 Each application is on file in the Community Services Department and will be made available during grant discussions should further details of a particular application be required.
