AQUATIC PROGRAM STATISTICS
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report CS-07-98 be received for information.
1.0 BACKGROUND
1.1 This review is to provide Members of Council with up-to-date information and statistics
regarding aquatic programs, as they pertain to the Clarington Fitness Centre and the
Courtice Community Complex. For the past seventeen years all aquatic programs have
essentially operated out of one facility (with the exception of our 10-week summer
operation at the 2 outdoor pools). The addition of the Courtice Community Complex
has brought major changes to the department's aquatic programming and the operation
of the facilities.
1.2 Report CS-07-98 will facilitate Council's understanding of aquatic program trends
within the Municipality, and further explain how the Community Services Department
will continue to monitor user trends in determining capital improvements and aquatic
initiatives.

2.1 Coinciding with the opening of the Courtice Community Complex, the Fitness Centre
has shown a decrease in swimming registration (see Attachment #1, Figure 1.1). When
comparing Fall 1996 to Fall of 1997, statistics indicate approximately 27% decrease in
registration, Winter 1997 to Winter 1998 shows a similar decrease of approximately
27%, and Spring 1997 to Spring of 1998 also indicates a decrease of approximately
26%.
2.2 There is no question, that these numbers are a direct reflection of the opening of the
Courtice Community Complex. This is to be anticipated, as people tend to prefer a
newer facility, however, in time it is expected that this trend will be minimal.
3.0 COURTICE COMMUNITY COMPLEX
3.1 Since opening in September of 1997, the Courtice Community Complex has held 3
separate sessions for aquatic program registration. Attachment #1 (Figure 1.2)
identifies the number of participants registered in each of these sessions.
3.2 Although the winter session shows a slight decrease in numbers, this seems to follow
an established trend experienced annually during that session, as winter activities such
as hockey and figure skating are being offered to the Community.
3.3 Staff did anticipate a decrease in aquatic registrations at the Fitness Centre, with the
addition of the new complex in Courtice. More significant, however is the fact that an
increase in overall aquatic registrations has been experienced since the opening of the
Courtice Community Complex.
3.4 Statistics indicate a participatory increase of approximately 35% for the 1997 session,
90% for the winter 1998 session and 71 % for the spring 1998 session. Overall the total
numbers indicate an increase of 1,511 registrations (approximately 63% increase) since
the opening of the Courtice Complex over the same period the previous year.
4.0 SCHOOL BOARD PROGRAM
4.1 During the past year, staff made a conscious effort at developing customized programs
for schools within Clarington and promoted those programs to the various principals
for implementation within the school's curriculum.

4.2 Since that time, the number of children participating in the department's School Board
swimming program has increased from 731 during the 1996-97 school year to 1,500
during the 1997/98 school year, an increase of over 100%.
This dramatic increase can be attributed to the following:
. Parents are offered an opportunity to enrol their children in swimming lessons
with the convenience of participating during school hours.
. With the opening of the Courtice Community Complex, schools within that
geographic area are able to participate in the program while keeping
transportation costs to a minimum (previously Courtice school children were
bussed in to the Fitness Centre).
. Efforts of staff to develop and promote aquatic programming specifically for the
area schools.
5.0 COMMENT
5.1 Although it is premature to assess this information and accurately draw conclusions as
to specific trends of our aquatic facility users, it does provide staff with a basis for
further review of our programming needs with the municipality.
5.2 Staff will continue to monitor the program statistics, however, it will traditionally take
approximately 2 years of continued operation at the Courtice Community Complex
before staff will feel comfortable that the statistics can be used to determine capital and
programming needs in the aquatic areas with a certain degree of accuracy.
