VISUAL ARTS CENTRE - ART DISPLAY AT COURTICE COMMUNITY
COMPLEX
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report CS-05-98 be received; and
2. THAT the Visual Arts Centre be permitted to display the "Fish Project" at the
atrium area at the Courtice Community Complex.
3. THAT the Visual Arts Centre, Lion's Club of Bowmanville and the Lion's Club
of Courtice be advised of action taken.
1.0 BACKGROUND
1.1 The Community Services Department has received a request (Attachment #1) from the
Visual Arts Centre to display art in the atrium area of the Courtice Community
Complex. This display which is referred to as the "Fish Project" originated at
Monsignor Leo Cleary School in Courtice and is viewed by the students as their way
of contributing to their Community.
1.2 The school through their grade 7 and 8 students will be responsible for the project and
will supply all material to the artists and students. Funding for the project, has been
secured through the Lions Clubs of Bowmanville and Courtice jointly (Attachment #2).
1.3 Other services, such as installation assistance from the municipality is requested in kind
and staff are prepared to offer their assistance in this worthwhile project. .. ../2

2.0 COMMENT:
2.1 After reviewing the proposal, staff is pleased to recommend endorsement of the "Fish
Project" to Council and that the following terms be included as conditions to the
request;
2.1.1 · The area to be used for the display will be the atrium area at the entrance of the
Courtice Community Complex.
2.1.2 · That ongoing day-to-day maintenance will be the responsibility of the Visual Arts
Centre.
2.1.3 · The "Fish Project" will be on display from May 1998 to September 1998.
2.1.4 . At the expiration of the display period the area of the display will be returned to it's
original condition.
2.2 This project is also intended as a launch for future programs that could involve
displays at a number of our Municipal Recreation Facilities. Staff in conjunction with
the Visual Arts Centre will be reviewing this concept and report back to Council at the
appropriate time.

Dear Mr. Caruana;
Enclosed please find a proposal for art work to enhance the atrium area at the Coutice
Community Complex. The "fish project", as it has come to be known, had its conception at
Monsigneur Leo Cleary School (Coutice Rd. North), at which time it was expressed to me that
students of Courtice would like to contribute to their own community, in a place where it was
clear that the growth of the community had first shown itself: the Community Complex. At that
time, I approached Carol Gonder with the idea of doing art work in schools under the leadership
of a local artist, and then installing it in the atrium at the Complex. Her response was favourable,
and so I put a call out to artists to submit proposals to me for this purpose. It was the "fish
project" which was deemed by many including Ms. Jane Rowe to be the most practical, while still
accomplishing the expectation of being visually appealing.
At that time funding was sought and secured from the Lions Club of Bowmanville and Courtice
jointly. They would like to see its unveiling to coincide with their Carnival, held the long weekend
in May at the Courtice Community Complex. The school which was interested in doing this
project with their Grade 7 and 8 students has agreed to supply all materials for the artist and
students. Other services needed, such as personnel for installation at the Complex and hanging
materials are hoped to be made as "in kind" contributions by the Municipality of Clarington and
the Visual Arts Centre. The above arrangements are being made through Mr. Brad Anderson
(Lions Club), Mrs. Debbie Ford (Monsigneur Leo Cleary Separate School), Mrs. Margaret
Rodgers (Visual Arts Centre), and Ms. Jane Rowe (Municipality of Clarington). There will be no
further funding requirements from the Courtice Community Complex.
I trust that you will find the above information satisfactory for your purposes, and that the project
can go ahead, benefiting all who involve themselves at activities held in this beautiful new
building.

Dear members:
I herewith enclose a proposal and budget for a collaborative project which will include the
municipality, the Visual Arts Centre ofClarington's Curriculum Connections, Msr Cleary
School, and artist Nancy McHugh. McHugh has had extensive experience working on
costume and design for film, as well as a teaching career. She proposes to work with
students in creating large colourful fish to hang in the Courtice Complex Atrium, thus
providing an artist's-in-school experience for the students, and a visually interesting
addition to the complex.
As the budget suggests, we are hoping for financial assistance from the Lions Clubs, so
that the project can dovetail with the Lions Club carnival in Courtice this spring.
