By-Law # Meeting: FEBRUARY 16, 1998 Report #: CS-63-98 File #: Subject: JEWELLERY POLICY - AQUATIC FACILITIES Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report CS-03-98 be received; 2. THAT Council approve the Jewellery Policy for Aquatic Facilities, Attachment #1 to Report CS-03-98; and 3. THAT the jewellery policy be implemented effective February 24, 1998. 1.0 BACKGROUND 1.1 As part of the Community Services Department's ongoing review of our operations, the issue of lifeguards and aquatic instructors wearing jewellery while on duty has been raised as a Health and Safety concern. 1.2 It is currently commonplace for both genders to wear decorative jewellery such as necklaces, bracelets, and rings worn in a variety of areas of the body. Should this practice be permitted while aquatic staff is on duty, there is concern that the Health and Safety of our patrons and staff could be jeopordized. ... .12 RIoCVClED~PAPIER PAPER "'<::!;1 RECYCLE TH~ IS PRINTED 00 RECYCLED PAPER 1005 REPORT CS-03-98 -2- FEBRUARY 16, 1998 1.3 Aquatic staff, as a result of wearing decorative jewellery while on duty, could prove to be hazardous to themselves, co-workers and patrons of the facility should such jewellery become entangled or tom away resulting in a situation that could disable or impede a lifeguard or instructor during a life saving procedure. 1.4 It is for this reason that staff is recommending that Council approve the policy regarding aquatic staff wearing jewellery, Attachment #1, for immediate implementation. 1.5 The Department of Community Services has discussed this matter with our Legal Council for Human Resources who has recommended the implementation of such a policy. 2.0 COMMENTS 2.1 The recommended policy is intended to provide direction with respect to the administration of Municipal aquatic staff and does not address the aspect of jewellery worn by patrons of the facility. 2.2 In this case, staff will be directed to post signs at the various pools, outlining our concerns and making a strong recommendation for the public to not wear jewellery for their own safety. 2.3 This will also pertain to the Flume Ride Slide at the Courtice Community Complex where staff will not permit loose jewellery such as bracelets, bangles and necklaces to be worn while using the slide. ATTACHMENT #1 POLICY DATE: February 24, 1998 DEPARTMENT: Community Services Department SECTION: Aquatics Facilities SUBJECT: POLICY AND PROCEDURE - JEWELLERY PURPOSE The Community Services Department is responsible for the Health and Safety of all employees and patrons of Aquatic Facilities. Staff as a result of wearing jewellery while on duty, could prove to be hazardous to themselves, co-workers and patrons of the facility. Jewellery such as necklaces and rings worn in a variety of areas i.e. nose, ears, chest, abdomen etc. could become entangled or torn away resulting in a situation that could disable or impede a lifeguard during a life saving procedure thus jeopardizing the safety of our patrons. For the Health and Safety of all employees and patrons of Municipal Aquatic Facilities, all decorative jewellery must be removed prior to entering the pool deck area. PROCEDURES 1. Employees must remove all decorative jewellery, i.e. earrings, necklaces, body pierced jewellery etc. before commencing duties on deck or in the water. 2. Staff will consider patrons and aquatic employees wearing medical alert identification as special circumstances, however, staff will inform the individual to the potential hazards in the aquatic setting. 1007
