SPEED ZONES - HANCOCK ROAD AND OTHER LOCATIONS
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report WD-33-98 be received;
2. THAT the speed limit on the residential section of Hancock Road between Bloor Street and
Highway No.2 be posted as 60 km/hr as requested by Steven M. Booth;
3. THAT Traffic By-law 91-58 be amended to reflect a speed of 50 km/hr to designate the
residential limits of the Village of Enniskillen as requested by Mike Bilsky;
4. THAT the speed limit on Nash Road between Green Road and Regional Road 57 be posted
at 50 km/hr to reflect a safer driving speed entering through the series of curves;
5. THAT the speed limit on Nash Road between Green Road and Holt Road be posted at 60
km/hr to provide a more consistent speed along the entire length of Nash Road;
6. THAT the speed limit on Concession Road 5 in the area between Jewel Road and Walsh
Road be posted at 60 km/hr to reflect a safer driving speed entering through the series of
curves;
7. THAT Schedule XXIII "Maximum Rate of Speed Passing Over A Bridge" of By-law 91-58
be amended by deleting the reference to the bridge on Lambs Road which was
reconstructed in 1996; and
8. THAT the by-law attached to Report WD-33-98 be passed by Council.

2.1 At a meeting held on September 29, 1997, the Council of the Municipality of Clarington
passed the following resolution:
"THAT the correspondence dated September 19, 1997 from Steven M. Booth, 2119
Hancock Road, Courtice, LIE 2M3, requesting a reduced speed limit on Hancock
Road between Bloor Street and Highway #2, be received;
THAT the correspondence be referred to the Director of Public Works for review
and preparation of a report to be submitted to the General Purpose and
Administration Committee; and
THAT Steven M. Booth be advised of Council's decision."
2.2 In addition to Mr. Booth's request, Staff is concerned with the speed limits at various
locations as described below and has taken the opportunity to combine the locations with
this report for Council's consideration.
3.0 REVIEW AND COMMENT
3.1 Authority of Council to Regulate Speed:
Excerpt from Highway Traffic Act:
"(1) No person shall drive a motor vehicle at a rate of speed greater than,
(a) 80 kilometres per Hour,
(i) on a highway not within a city, town, village, police village or built-
up area or,
(b) Subject to clause (a) 50 kilometres per hour on a highway within a city
town, village, police village or built-up area.
(2) The Council of a municipality may, for motor vehicles driven on a highway or a
portion of a highway under its jurisdiction, by by-law prescribe a rate of speed
different from the rate set out in subsection (1).
(a) The rate of speed prescribed under section (2) shall be 40, 50, 60, 70, 80, 90
or 100 kilometres per hour."

3.2 Hancock Road (Bloor Street to Hwy #2) Former Township of Darlington:
This 1.5 Ian roadway section is built to rural standards with a pavement width of
approximately 6.2 m, with narrow shoulders, traffic volumes of approximately 200 vehicles
per day and 27 residential frontages within a 1.1 Ian area. Staff supports Mr. Booth's
request that the posted speed be reduced from 80 km/hr to 60 km/hr to reflect the residential
nature of the roadway. Although the implementation of 60 km/hr speed zones is not
clearly defined by standards, a posted speed of 60 km/hr appears to be consistent with other
rural-residential sections of the municipality. If approved, signs will be posted in the
residential area. A proposed by-law to amend Traffic By-law 91-58 is attached.
3.3 Old Scugog Road, Enniskillen:
During 1997 the location of the 50 km/hr speed signs were extended northerly to reflect the
residential development and actual northern boundary of the village as requested by
Mr. Mike Bilsky. The attached by-law amendment will reflect the existing urban limit and
bring the by-law up to date.
3.4 Nash Road (Green Road to Regional Road 57):
This road section, despite curve and advisory speed signs, has been the location of a number
of accidents. Posting a reduced regulatory speed of 50 km/hr should improve safety and
encourage motorists to have a slower approach speed going into the curves.
3.5 Nash Road (Holt Rd to Green Road):
This road section is the only unposted area of Nash Road, with all other sections posted at
either 50 or 60 km/hr. To maintain a more consistent speed along the entire length of Nash
Road, staff suggests a posted regulatory speed of 60 km/hr.
3.6 Concession Road 5 (Jewel Road to Walsh Road):
This road section has a number of curves and the introduction of a reduced speed zone of
60 km/hr should encourage motorists to have a slower approach speed and observance of
the existing curve and advisory speed signs.
3.7 Bridge on Lambs Road North of Concession Rd 3, Former Township of Darlington:
This bridge location was listed in the original By-law 91-58 during 1991 and provided with
a posted bridge speed of 40 km/hr due to the narrow structure and its poor road alignment.
The bridge was reconstructed during 1996 with a straight approach and wide surface,
resulting in removal of the 40 km/hr bridge speed signs. The attached by-law will remove
the location from the bridge speed listing and bring the schedule up to date.

4.0 CONCLUSION
4.1 From the above, it is concluded that the Traffic By-law 91-58 should be amended to update
existing conditions and lower the posted speeds on Hancock Road and portions of Nash
Road.

Dear Mr. Vokes:
We submit for your consideration. a request for a posted reduced speed limit on Hancock road between
Bloor street and Highway Two.
The location presently has an unposted speed limit of 80 km!h. (no sidewalk).
We believe in preserving the safety and quiet of this growing rural neighborhood, which is home to a mix
of young families and mature couples. Many of us enjoy walking. bicycling or jogging along this stretch of
road. In my opinion. Hancock road is not arterial; the increased residential presence warrants a reduction
in speed limit for traffic. This year, a noticeable increase in traffic volume and excessive speed has
occurred during weekday mornings and afternoons. One instance of racing to pass a schoolbus has been
particularly disturbing.

Being a By-law to amend By-law 91-58 as amended, being a By-law
to Regulate Traffic on Highways, Municipal and Private Property in
the Municipality of Cia ring ton
WHEREAS the Council of the Corporation of the Municipality of Cia ring ton deems it desirable to
amend By-law 91-58;
NOW THEREFORE the Council of the Municipality of Cia ring ton enacts as follows:
