RIGHT-OF-WAY CHANGE - GILMORE ROAD AND CONCESSION ROAD 6,
FORMER TOWNSHIP OF CLARKE
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report WD-32-98 be received;
2. THAT Concession Road 6 be given the "Through Road" designation with stop conditions
being placed on Gilmore Road; and
3. THAT the by-law attached to Report WD-32-98 be passed by Council.

2.0 BACKGROUND
2.1 Mr. CliffSloos of6119 Gilmore Road advised Public Works staff that he felt a dangerous
situation existed at the intersection of Gilmore Road and Concession Road 6 and asked for a
review of the location.
3.0 REVIEW AND COMMENT
3.1 The existing right-of-way does not provide a standard roadway alignment, but rather
accommodates a turning movement from eastbound to southbound with stop conditions
southbound on Gilmore Road and westbound on Concession Road 6. The intersection
surface over the years has also been groomed for this turning movement because the north
and east leg of the intersection are low traffic routes ending in unopened roadways.
3.2 The safety issues affect eastbound motorists either continuing east or turning north from the
intersection. These eastbound motorists can not see northbound motorists rounding this
curve.

3.3 To improve safety, the right-of-way should be changed to provide for a standard
intersection with northbound and southbound traffic stopping. A proposed by-law
amendment (Attachment No.2) is provided for Council's consideration.
3.4 The 1998 high float program includes resurfacing of this intersection. At that time, Public
Works will reduce the curved section back to a proper intersection alignment. Pavement
markings will also be provided to assist motorists during this transition period.
3.5 If the by-law is approved by Council, a temporary all-way stop condition will exist for 3
months as recommended by the Manual of Uniform Traffic Control Devices.
4.0 CONCLUSION
4.1 From the above, it is concluded that the change of right-of-way and realignment of the
intersection will improve safety.

BY-LAW 98-
Being a By-law to amend By-law 91-58, as amended, being a By-
law to Regulate Traffic on Highways, Municipal and Private
Property in the Municipality of CIa ring ton
WHEREAS the Council of the Corporation of the Municipality of CIa ring ton deems it desirable to
amend By-law 91-58;
NOW THEREFORE the Council of the Municipality of CIa ring ton enacts as follows:
I) Schedule XV "Through Highways" of By- law 91-58 is amended by;
A) deleting the following reference:
