PEDESTRIAN CONCERNS - TRULLS ROAD, COURTICE
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report WD-30-98 be received;
2. THAT the speed limit on Trulls Road from Regional Road 22 (Bloor Street) to 1 km north
of Nash Road be reduced from 60 km/hr to 50 km/hr;
3. THAT, as a result of low study results, the request for an Adult Crossing Guard on Trulls
Road south of Sandringham Drive be denied, but that additional studies be conducted in
September after the school opens;
4. THAT the request for a Pedestrian Crossover with overhead lights and signs be denied as it
does not meet provincial warrants;
5. THAT Susan Jenkins of the Crosswalk Committee be requested to continue working with
Public Works to monitor the effectiveness of the Radar Message Board and other methods
to improve safety;
6. THAT the by-law attached to Report WD-30-98 be passed by Council; and
7. THAT a copy of Report WD-30-98 be forwarded to Pat Adams, Principal of Lydia Trull
Public School, and Susan Jenkins, Lydia Trull Crosswalk Committee.

2.0 BACKGROUND
At a meeting held on March 30, 1998, the Council of the Municipality ofClarington
passed the following resolution:
"THAT the delegation of Sue Jenkins be received and referred to the
Director of Public Works for review and preparation of a report to be
submitted to the General Purpose and Administration Committee;

and
THAT Sue Jenkins be advised of Council's decision."
3.0 REVIEW AND COMMENT
3.1 Correspondence from Susan Jenkins:
The correspondence dated March 30, 1998 from Susan Jenkins of the Lydia Trull
Crosswalk Committee requested the following:
- Crosswalk with overhead lights and signs
- Adult Crossing Guard to assist students
- sidewalk extension and curb cut at proposed crossing
- school zone signs
3.2 Overhead Pedestrian Crossover (PXO)
The estimated pedestrian and traffic volumes on Trulls Road for September 1998 are
considerably below the warrant for a pedestrian crossover with overhead yellow lights and

signs. The approximate installation cost of an overhead pedestrian crossover is $25,000.00
plus annual maintenance.
3.3 Municipality of Clarington Crossing Guard Policy
The request for an adult crossing guard is often a very emotional issue with parents
expressing their safety concerns. The standard method to determine the need for an adult
crossing guard in an unbiased and consistent method was developed by the Institute of
Transportation Engineers and is used by many municipalities throughout North America.
The technique involves the use of a stopwatch to determine the length and number of safe
gaps between vehicles.
The Municipality, when establishing its policy in 1991, enhanced this criteria by requiring
only a 50% delay (difficulty in crossing) in place of the usual 70-80% delay required using
the standard method.
It is important to note that crossing guards are required when students experience long
delays while waiting for safe gaps in traffic. However, a guard is not required just because
students are unable to cross the street as soon as they reach it.
3.4 Adult Crossing Guard Studies On Trulls Road
A delay of 50% or more is required under Municipal policy before a guard should be
considered.

3.5 School Zone Signage
The blue and white school zone signs are only required if the school is contiguous to an
arterial street. As an alternative, staff are proposing the larger black on yellow "Watch For
Pedestrian" signs with advisory speed tabs of "40 km/hr" on Trolls Road, similar to the
situation on Mearns Avenue in Bowmanville. The blue and white "School Zone" signs will
be installed on Avondale Drive near the actual school.
3.6 Proposed Sidewalk Extension
Staff agree with the Crosswalk Committee in that if a crossing guard is provided in the
future, the proposed central location between Sandringham Drive and Y orkville Drive (75
metres south of Sandringham Drive) is the best location. Staff do not recommend
installation of the proposed sidewalk if a guard is not provided because the majority of
students would still cross at the intersections and not at this mid block location. The
sidewalk can still be installed in the fall of 1998, if a crossing guard is approved as a result
of future studies in September 1998.
3.7 Speed Zones
During the review, staff recognized that speed was a concern on Trolls Road, which is
presently posted as 60 km/hr. Due to the increased number of pedestrian crossings and
continuing development in the area, a speed reduction from 60 km/hr to 50 km/hr is being
recommended on Trolls Road from Regional Road 22 (Bloor Street) to 1 km north of Nash
Road. A by-law amendment is provided as Attachment No.3. The Region of Durham had
a number of trial 40 km/hr school zones with flashing lights in place but have reported that,
over the course of the study, they were found to be ineffective and are not being
recommended by staff.
3.8 Stop Signs
The traffic volumes on Trolls Road at the intersections of either Sandringham Drive or
Yorkville Drive are too low to meet Provincial warrants for placement of all-way stop signs.

3.9 Other Programs
1 ) Radar Message Board:
In March 1998, the Municipality purchased a radar gun with an electronic display
board. The radar gun and sign are intended to be operated by residents and serve as an
educational tool for drivers. This program is supported by the Durham Regional Police,
who will issue warning letters to the registered owner of the vehicle. Staff have
discussed the Municipality's Speed Watch Program with Susan Jenkins and have
reserved the use of the sign for the Trulls Road crossing area when the school opens in
September.
2) Student Patrollers:
The student patroller program is operated by the Durham Regional Police and the
Principal of the participating local school. Student patrollers are not usually assigned to
areas away from the school property. The students do not have the legal authority to
walk out into the roadway to force a stoppage in traffic, but are intended more as a guide
to assist other students selecting safe gaps in traffic. The majority of traffic in front of a
school is slower and congested and consists primarily of parents and local residents who
are well aware of the presence of children crossing. This type of program may be
applicable for Avondale Drive when the school opens.
3) Parental Walking Groups (Walking School Bus Program):
Many parents walk to school with their children on a daily basis to provide guidance
along the entire trip and also to educate them by allowing them to look for traffic and
indicate when they feel it is safe to cross. Some communities encourage individual
children to form into groups with other parents for the walk. Newcastle Public School,
one of 30 schools across Canada, is a test location for this program and has been
operating since January 1998.

4) Privately Funded Crossing Guard:
The annual cost of an adult crossing guard is approximately $6,100.00, which the
Municipality funds through taxation for warranted locations. Staff is not aware of any
municipality which receives financial support :from neighbourhood fund raising efforts.
5) Traffic Calming:
A report will be presented to Council during 1998 pertaining to Traffic Calming, which
consists of various methods such as speed humps to slow traffic and improve safety. The
Trulls Road crossing locations will be considered during that review.
4.0 CONCLUSION
4.1 Although a speed reduction :from 60 km/hr to 50 km/hr is justified, it is concluded that a
pedestrian crossover and an adult crossing guard are not warranted based on present traffic
volumes.

Motion for a Cross Walk(including an Overhead Lights and Sign) and Crossing Guard on Trolls
Rd. between Hwy #2 and Bloor St., Courtice to facilitate pedestrian traffic to the new Lydia
Trull Elementary School.
With the opening of Lydia Trull Elementary School in September 1998. The local school
boundaries have been changed, which requires a large number of children to cross Trulls Rd. just
south ofHwy #2.

These numbers are approximate due to new student enrollment and moving families.
Another number that must be taken into consideration along with the above numbers are the
parents and younger family members who walk with the students.

All these streets are within the School Board guidelines of 1.6 km which requires all students on
these streets to walk to school.
Our committee would like to see a cross walk with overhead signs and lights placed at the north
end of the crescent, on Brownstone Cres. where it meets Trolls Rd. Along with the cross walk
the curbs and sidewalk would have to be altered to accommodate pedestrian traffic, including
wheelchair, stroller and bicycle traffic.

Reasons for a cross walk at (his spoto
Location is approx. the halfway point of the area in question, eliminating any extra
walking for students from the north or south.
The school is visible from the cross walk, making it a straight walk from this point to
the school.
It is on a straight open stretch of road making it easier for a guard to keep track of
vehicular traffic as they only have to watch two directions for oncoming vehicles, (north
and south).
Along with the request for a cross walk and guard we would also like to see school zone signs
on Truns Rd. as a lot of traffic on this road is from out of the neighboring subdivisions and may
not be aware that a school is in the area.
Although this cross walk will benefit the families of Lydia Trull Elementary School greatly it
will also be an enourmous asset to the whole community. Insuring the safety of all residents
crossing Trulls Rd whether it is to school during school hours, to the school yard for community
team sports, to the convenience store at Hwy #2, or the tennis courts, water play park or the
highly popular maze park located on Avondale Dr. beside the school.
The community has been in touch with Ron Baker, traffic coordinator with the City of
Clarington and have been assured a needs study for a crossing guard is underway and may
already be completed. We are greatly appreciative of this and would like to see the results of
this study. We think that this is a step in the right direction but would like to see a cross walk as
part of this decision for all the reasons listed above.
Myself, Pat Adams (Principal) and any other members ofthe committee are willing to help
facilitate this decision making process in any way and are available to council for questions here
today and in the future. We would like to have an answer to our motion before April 15, 1998
as we have a school community waiting for the results.

· Madam Mayor, City Councilors
· My name is Susan Jenkins and I am here as chairperson of the Lydia Trull
Cross Walk Committee. Our committee represents the families of the New
Lydia Trull Elementary School in our endeavor to obtain a cross walk and
crossing guard on Trulls Rd. With me here tonight are Pat Adams, School
Principal and five committee members.
In the spring of 1997 the NorthumberIand/Clarington School Board announced a
new school was to be built on Avondale Dr., Courtice. This school would
accommodate the ever growing student population, and relieve the
enourmous, overcrowding of existing schools in this area. As you can
imagine the parents of our school communities were quite pleased to hear this
news, as they felt thirteen portables and portable washrooms at one school and
the yearly additions of portables at the other was enough!
· As with all changes there were some tough decisions to be made. Who would
go to the new school. Bringing together children from two school programs,
English and French immersion and two very different school communities,
one predominately rural, the other city oriented, seemed to be an easy task
which became a very difficult and in some cases a very bitter one. After many
very long, loud and sometimes frustrating meetings for all involve, the school
board made their final decision and the transferring families have accepted
their decision and are ready to make Lydia Trull Elementary School; home.
· Which brings me to why I'm here today. On Sept. 8, 1998 there will be
approx. 260 children crossing Trulls Rd. to reach their new school. We are
here to ask for a cross walk, overhead sign, overhead lights, a crossing guard
and school zone signs to insure everyone reaches their destinations safely.
Correspondence was sent to Mr. Franklin Wu, Director of Planning,
Municipality of Clarington from Mr. Paul Brace, Manager of Transportation,
Planning and Assessment, Northumberland-Clarington Board of Education.
This letter requested a crossing guard in this area and the reply was that a
needs study would have to be done prior to any decision being made and this
would be done in September 1998. Mr. Paul Brace then sent a second letter
asking if this study could be done in March or April so parents could be
informed prior to school end in June. I have spoken to Mr. Ron Baker -
Traffic Coordinator for the Municipality and have been informed that a needs
study for a crossing guard is already in the works' aria may already be
completed. We would like a copy oftrus report sent to our committee. At
this time I would like t6 thank the city employees for their actions taken to
date. The committee believes this is a step in the right direction but would
like to see a cross walk to be included in the decision made.

highlighted in orange. Our committee feels the best possible place for a cross
walk is at the northern point of the crescent section of Brownstone Cres.
where it meets Trulls Rd. (Indicated by the blue X's on the map) This is the
approximate halfway point for both north and south groups, encouraging
everyone to use the cross walk by eliminating extra walking for anyone
group. It is also a straight open stretch of road not a corner where the crossing
guard has only to watch for traffic from two directions.
· With these measures taken, the parents, administrators, and teachers of Lydia
Trull School will be able to send their children back and forth to school
knowing their safety has been insured.
. Although this committee is here representing the families with school age
children this cross walk will also benefit the community. With tennis courts,
a water play park (the only one in the area), a school yard for team sports
(practices and games) and the local convenience store located at Hwy #2 the
opportunities for all residents to use this cross walk are numerous. Trulls Rd.
is a wide straight boulevard with a clear run from Hwy #2 to Bloor St. It has
no stops or turns to slow traffic and with this type of road reality is that most
drivers are tempted to push the speed limits. It seems that a cross walk would
be warranted to insure everyone no matter how big or small is able to safely
cross the street whenever they need to.

Being a By-law to amend By-law 91-58 as amended, being a By-law
to Regulate Traffic on Highways, Municipal and Private Property in
the Municipality ofClarington.
WHEREAS the Council of the Corporation of the Municipality of Cia ring ton deems it desirable to
amend By-law 91-58;
NOW THEREFORE the Council of the Municipality of Cia ring ton enacts as follows:
