THAT Report WD-22-98 be received; 2. THAT High Street be designated as the through street at the intersection of High Street and Meadowview Boulevard and that the temporary all-way stop condition be removed; and 3. THAT the By-law attached to Report WD-22-98 be passed by Council. REPORT 1.0 ATTACHMENTS No 1: No 2: Key Map Proposed by-law amendments 2.0 BACKGROUND 2.1 Prior to November, 1997, the intersection of High Street and Meadowview Boulevard was a 90 degree curve with no right-of-way control required. During November, 1997, access was required into the new residential development by extending the roadways to the north and west of the intersection. A temporary all-way stop was implemented to alert drivers to this change to the existing conditions. RECYCLED!':J:\. PAPIER. .. PAPER 'ttt:!:I RECYCLE THIS IS PRINTED ON RECYCLED PAPER 1 1 49 REPORT NO.: WD-22-98 PAGE 2 3.0 REVIEW AND COMMENT 3.1 The all-way-stop control was introduced as a temporary measure for a period of at least three months in accordance with the Manual of Uniform Traffic Control Devices, to reflect a required right-of-way change. 3.2 Staff have reviewed the intersection alignment, traffic volumes, sight lines and future development in the area. The all-way stop is not warranted on a permanent basis as it does not meet the Provincial guidelines for traffic volumes. 3.3 The lack of sidewalks on High Street is a concern, but traffic flow or speed is not expected to change much as a result of High Street being extended one block northerly. There is presently an all-way stop at the south end of Lord Elgin Public School at the intersection of High Street and Fourth Street. Reconstruction of High Street to full urban standards adjacent to the school is in the four year forecast and was tentatively scheduled for the year 2000. This project is being financed largely through development charges and is now proposed for 1999. The roadway adjacent to the school will be reconstructed with sidewalks before High Street is extended northerly to Longworth Avenue. 3.4 To remove the temporary all-way stop, staff's recommendation is to designate High Street as the through street with stop signs placed on Meadowview Boulevard. WD-22-98 THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON BY-LAW 98- Being a By-law to amend By-law 91-58 being a By-law to Regulate Traffic on Highways, Municipal and Private Property in the Municipality of Clarington WHEREAS the Council of the Corporation of the Municipality of Clarington deems it desirable to amend By-law 91-58; NOW THEREFORE the Council of the Municipality of Clarington enacts as follows: 1) Schedule XV "Through Highways" of By-law 91-58 is amended by: A) adding the following reference: Column 1 Hiqhwav Column 2 From Column 3 To High Street (Bowmanvi11e) North limit of Fourth Street South limit of Longworth Avenue Meadowview Boulevard (Bowmanvi 11 e) East limit of Scugog Street West limit of High Street 2) Schedule XVI "Stop Signs" of By-law 91-58 is amended by; A) adding the following reference: Column 1 Intersections Column 2 Facinq Traffic Meadowview Boulevard and High Street (Bowmanvi11e) Westbound on Meadowview Boulevard Meadowview Boulevard and High Street (Bowmanvi11e) Eastbound on Meadowview Boulevard Meadowview Boulevard and Scugog Street (Bowmanville) Westbound on Meadowview Boulevard Hogan Crescent and High Street (Bowmanvi11e) Eastbound on Hogan Crescent Hogan Crescent and Meadowview Boulevard (Bowmanvi11e) southbound on Hogan Crescent 3) This By-law shall come into Force on the date that it is approved by the Council of the Regional Municipality of Durham and when signs to the effect are erected.
