THAT Report WD-14-98 be received for information; and 2. THAT Helen Zimerling and Doug Butterfield be advised of Council's decision. REPORT 1.0 ATTACHMENTS No 1: No 2: Key Map Correspondence received November 25, 1997 from Doug Butterfield 2.0 BACKGROUND 2.1 At a meeting held on October 27, 1997, the Council of the Municipality of Clarington passed Resolution #GPA-604-97: "THAT the delegation of Helen Zimerling pertaining to pedestrians walking along Highway #2, be received and referred to the Director of Public Works to review the total situation and report back. I ltJ)-14-98 PAGE 2 2.2 At a meeting held on December 15 , 1997, the CO\lncil of the Municipality of Clarington passed Resolution #C.855-97: "THAT the correspondence received from Doug Butterfield requesting the installation of traffic lights and crosswalk markings at the intersection of Varcoe Road c;l;nci Highway #2 in Courtice be received; THAT the correspondence be referred to the Director of Public Works to be considered in conjunction with the report which is being prepared on the subject matter." 3 . 0 :RIlWIEW AND COMMENT 3.1 TraffieSignals at Vareoe :Road and Highway #2 This intersection is under the jurisdiction of the Regional Municipality of Durham who have been monitoring the conditions for the past few years. The Regional Municipality of Durham presently has a waiting list of warranted locations, but funds may not be available to install them all during 1998. Studies during late 1997 indicated that the provincial ~arrantswere met for the Varcoe Road intersection. Regional Staff have advised both the media and Clarington Public works that the traffic signals and all required pavement markings are scheduled to be installed at the intersection of Highway #2 and Varcoe Road during 1998. 3.2 Sidewal~. Along Highway #2 Mrs. Zimerling requested a new sidewalk to be installed on the north side of Highway #2 from Varcoe Road to 91 metres westerly to join the existing concrete sidewalk and provide proper access to a new shopping plaza east of Townline Road North. The boulevard area between Varcoe Road . and the existing concrete sidewalk consists of a continuous asphalt extension of the private parking area. Sy-law Department is aware of the situation and has contacted the property owners requesting they clear this walkway of snow and ice. The 1998 capital budget identifies this proposed concrete sidewalk construction area as a top priori ty. The proposed concrete sidewalk will improve. the sidewalk grade, maintenance conditions and discourage vehicle parking. 4.0 CONCLUSIONS 4.1 From the above, it is concluded that the residents' concerns are being addressed. Although he was a student at Courtice Secondary, this place is in the middle of the residential areas served by S.T. Worden Public School, and students of this school cross here every day. Also, this stretch of King St. is increasingly busy as the number of new homes on either side of the street grows. Residents of the area know how often pedestrians of all ages cross King St. at this location, since there is !l0 other place to cross within hundreds of yards in either direction. This tragedy will be repeated lmless action is taken NOW toilistall traffic lights and crosswalk markings.
