PARKING ON TEMPERANCE STREET, CHURCH STREET TO WELLINGTON
STREET, BOWMANVILLE
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-9-98 be received;
2. THAT Council approve the purchase of parking meters at an
estimated cost of $12,500.00 to be installed on both sides of
Temperance Street, from Church Street to Wellington Street;
3 . THAT the funds be drawn from the Parking Reserve Fund Account;
4. THAT a disabled parking space not be provided on the west side
of Temperance Street adjacent to the Bowmanville Library; and
5. THAT the By-law attached to Report WD-9-98 be passed by
Council.

2.0 BACKGROUND
2.1 Parking demands on Temperance Street are high and may increase
further upon completion of construction of the condominium
apartment building across from the library. Two common
complaints have been the lack of an on-street disabled parking

space and enforcement problems with vehicles parked longer
than the posted free 30 minute time limit.

3.1 Temperance Street, reconstructed during 1997, is now 10.50m
wide and should be designated to provide parking on both sides
to accommodate the large parking demand. The .pavement width
would provide for two travel lanes of 3.00m and two parking
lanes of 2.25m. These dimensions provide narrow parking
stalls but are the same as Temperance Street between King
Street and Church Street.
3.2 Prior to construction, the east side of Temperance Street
between church and Wellington Streets provided fOur metered
parking spaces with two hour time limits and siX spaces
controlled by maximum 30 minute parking signs. The west side
of Temperance Street was prohibi ted parking. During a meet ing
on December 9, 1997, staff from Public Works, By-law and the
Bowrnanville Library agreed that due to the high parking
demand, parking meters were. required to provide a proper
turnover of the parking spaces.
Although shorter time periods were originally considered, the
three parties agreed that meters should be programmed as two
hour time limits to provide uniformity with all other units
throughout Bowmanville. If a parking turnover problem does
develop at a later date, the electronic meters can be
reprogrammed to 1 hour or 30 minute maximum limits. It should
be noted that the underground parking garage at the apartment
complex is not yet open and residents are presently parking in
"guest parking" spaces and on adjacent streets.
A maximum of 18 parking stalls can be provided if both sides
of Temperance Street are utilized. The parking control
changes will require Council approval of a by-law amendment
(Attachment No 2) .

3.3 An estimated amount of $12,500, to be draWn from the parking
Reserve Fund, is required to cover the cost of purchasing the
18 vandal resistant meter housings with fully electronic
mechanisms.
3.4 To permit more efficient snow removal, the parking meters will
be located between the outside edge of the sidewalks and the
property lines rather than in the narrow boulevard. parki~
space delineation will be provided by line painting the
individual parking stalls.
3.5 If Council supports the recommendations contained in this
report, the Director of Public Works will aUthorize the
temporary placement of "Maximum Two Hour" permissible.parking
signs. This will be carried out as an interim meaSUre until
the parking meters can be ordered and installed. !nstallation
will take place as soon as possible, but not before
construction of the underground parking garage at the
apartment garage is completed.
3.6 Disabled Parking:
There have been requests for disabled parking near the library
over the past few years. The nearest designated disabled
space is located on Church Street just west of Temperance
Street, a distance of 85m (280 ft). Staff are not
recommending a designated on-street disabled parking space
adjacent to the library for the following reasons:
i) The narrow parking lane of only 2.25 metres is
unsafe for designated disabled parking.
ii) Disabled persons are already able to park in any

parking space for longer than 2 hours at no cost.
iii) Staff are hopeful that the provision of additional
parking on Temperance Street will improve the
parking situation at the library.
Following the completion of all construction in the. area,
Staff will revisit the need for designated disable parking
near the library.
4.0 CONCI.USIOHS
4.1 From the above, it is concluded that parking mete.rs are the
best way to regulate parked vehicles in this high demand area.

Being a By-law to amend By-law 91-58 as
amended being a By-law to Regulate Traffic on
Highways, Municipal and Private Property in
the Municipality of Clarington
WHEREAS the Council of the Corporation of the Municipality of
Clarington deems it desirable to amend By-law 91-58;
NOW THEREFORE the Council of the Municipality of Clarington enacts
as follows:
