THAT Report No. CS-26-92 be received for information; 1.0 BACKGROUND: 1.1 In the Spring of 1991 Community Services Department Staff was made aware of an Energy Audit program offered by ontario Hydro. 1.2 The demand for electricity in ontario is increasing at over 5% per year and energy costs have witnessed an increase in excess of 10% annually. 1.3 As a result, ontario Hydro offers comprehensive energy management programs which will reduce energy costs and ultimately the overall demand for electricity. These programs include incentives for energy efficient lighting, high efficiency motors, occupancy sensors and Building Energy Audits. 1.4 As the Municipality is a major user of energy, through its operation of Buildings and Facilities, staff are continually working towards improving energy conservation in our operations. 1.5 Subsequently, the Town of Newcastle has worked with ontario Hydro to utilize energy more effectively. The program provides a complete energy audit at no cost to the Municipality. 2.0 ENERGY AUDITS 2.1 Ontario Hydro made available qualified energy consultants to conduct inspections and energy analysis, providing alternative options for savings and efficiency. 2.2 In total, eleven (11) of our Municipal buildings and Facilities were entered into the program. A list of these buildings is provided as attachment #1. A complete copy of each audit will be made available in the Council Library for your perusal. 2.3 Staff is currently in the process of preparing energy efficiency programs for each of the eleven buildings, utilizing the information provided through these audits. 2.4 The Community Services Department will request Ontario Hydro to extend its program to incorporate the remaining buildings and complete an overall Municipal strategy for energy considerations in our operations. 3.0 EXISTING CONSERVATION PRACTICES: 3.1 Presently, the Department has been utilizing opportunities to reduce energy consumption in all Municipal facilities and buildings. Specifically, the replacement of incandescent lights, and motors with high efficiency units in our arenas has taken place as the need arises. Reduced ice thickness, lower brine temperature, temperature set backs and lighting system retrofits are operational measures that substantially reduce our energy costs. ../3 ~~ A ~i4 REPORT NO. CS-26-92 - 3 - JULY 6, 1992 3.2 Sealing, caulking and weatherstripping has taken place in all buildings to reduce air leaks. Windows have also been replaced in some of our buildings to provide improved envelope sealing. 4.0 COMMENT 4.1 ontario Hydro has prepared incentive programs to assist municipalities and industry to implement these cost effective measures. Financial assistance is available for projects that reduce energy inefficiencies. Lighting, motors, window glazing, heat pumps etc. are areas where funds can be obtained to assist with municipal projects. staff have in the past and will continue to access these funds as they are made available.
