The program allows all communi ties to participate in the Challenge, with or without a rival. Medal system standards. have been established based on community populations with charts provided to establish what percentage of population must participate to secure a bronze, silver, or gold medal. The Town of Newcastle's annual competition, the Town of Pickering, withdrew their challenge and therefore the Communi ty Services Department promoted the medal approach for this year's ParticipACTION Challenge. 3.2 Participation by the community, as a whole was quite successful. In 1991, a total of 5,324 individuals (representing 12% of the total population) registered their activities with staff at the Newcastle Fitness Centre. In 1992, a total of 17,594 individuals (representing 37% of the total population) registered their activities to bring the Town a silver medal. .. /3 (}'II 7 U Lr REPORT NO.
