PARTICIPACTION - REVIEW
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report No. CS-24-92 be received for information.
1.0 BACKGROUND:
1.1 The PARTICIPACTION CHALLENGE has been a part of the Community
Services Department's special events program for the past 6
years. The regular schedule of activities was expanded to
include the regular call-in activity as well as a "Snappy
Sneaker Contest". In past years the Town of Newcastle has
either accepted or challenged a neighbouring Municipality to
determine which is the fittest community by scoring the higher
percentage of active citizens.
2.0 SNAPPY SNEAKER CONTEST:
2.1 Employees of the Town of Newcastle were invited to participate
in a Snappy Sneaker Contest as part of the ParticipACTION
CHALLENGE DAY. The contestants were judged by a panel made
up of fellow staff and prizes were awarded in five categories.
The winners of the contest were:

2.2 The participation was somewhat limited, however this type
of event definitely promotes the team concept and is a
boost in staff motivation and morale.
3.0 PARTICIPACTION CALL-IN
3.1 1992 marked the Tenth Anniversary of the Crownlife
ParticipACTION Challenge and in honour of this
anniversary all Canadians were invited to celebrate 10
years of active, healthy living in a way that would
ensure EVERY COMMUNITY A WINNER by introducing an intra-
community medal program. The program allows all
communi ties to participate in the Challenge, with or
without a rival. Medal system standards. have been
established based on community populations with charts
provided to establish what percentage of population must
participate to secure a bronze, silver, or gold medal.
The Town of Newcastle's annual competition, the Town of
Pickering, withdrew their challenge and therefore the
Communi ty Services Department promoted the medal approach
for this year's ParticipACTION Challenge.
3.2 Participation by the community, as a whole was quite
successful. In 1991, a total of 5,324 individuals
(representing 12% of the total population) registered
their activities with staff at the Newcastle Fitness
Centre. In 1992, a total of 17,594 individuals
(representing 37% of the total population) registered
their activities to bring the Town a silver medal.
