THAT Report No. CS-16-92 be received; 2. THAT a Courtice Community Facility Technical Advisory Committee be established; and 3. THAT the composition of the Technical Advisory Committee be appointed as follows: - 3 Members of Council - Director of Community services - Chief Administrative Officer - Mayor (ex-officio) 1.0 BACKGROUND: 1.1 During the 1992 Budget deliberations, funds were provided through the Community Services Department's Capital budget to allow for Consultant Selection and design work of The Courtice Community Facility to commence. 1.2 As in any project of this magnitude it is appropriate that a working committee of staff and members of Council be established to coordinate the critical path for this facility's development. 2.0 TECHNICAL ADVISORY COMMITTEE 2.1 The purpose of appointing a Technical Advisory Committee is to establish a formal process whereby staff in concert with members from Council can establish the following. CS-16-92 - 2 - APRIL 20, 1992 a) Criteria for Consultant Selection b) Consultants Interviews c) Recommend Consultant Selection to Council d) Establish Terms of Reference for the development of the Facility for recommendation to Council e) Determine facility components for consideration of Council 2.2 Through items a, b & c above, the Committee will also be involved with negotiations as they may pertain to the aspect of a scenario which could involve the Private Sector. 2.3 It should be noted that the five items listed above are a general description of the role of the proposed committee and is in no way intended to reflect the extent of its role. 2.4 As in any project of this nature, the aspect of public participation is paramount. The Committee will also be entrusted with developing a process which will allow for meaningful input from members of the public throughout the design phase of this project. 3.0 RECOMMENDATIONS 3. 1 with approval of this report, staff is recommending establishing a Technical Advisory Committee for the Court ice Community Facility. Staff is also requesting that Council make specific appointments as they pertain to Council representation and further that the chairperson of the committee be appointed at this time.
