Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report No. CS-13-92 be received;
1.0 BACKGROUND:
1.1 This past year was a busy season in relation to park
development by the community services Department. As a result
five parks are planned for official opening to introduce the
facilities to the community. Subject to the approval of
Council we propose official park openings for Westview,
Stuart, Sydney B. Rutherford Woods/Walk and Bond Head Parks
plus the Bowmanville Recreation Complex's ball diamond
facilities.
2.0 REPORT
2.1 westview Park
Location - South side of Sunset Blvd. Newcastle Village
Size - 0.72 ha.
Total Cost - $117,000

Official Opening - Friday, May 29, 10:30 a.m.
The park located adj acent to Foster Creek Open Space
lands utilizes both properties to feature a passive park
development with a circular path, two arbors, rock
garden, patio, look out deck and decorative plantings.

2.2 Bowmanville Recreation Complex Ball Diamonds
Location - North West corner of Durham Region Rd. #57 and
Hwy. #2.
Size - 3.24 ha.
Cost - $403,000

Official Opening - Monday, June 8, 5:00 p.m.
The two lit and irrigated ball diamonds are located on
the north side of the parking lot of the Bowmanville
Recreation Complex. The official opening will include
a ribbon cutting and exhibition games on both diamonds.
2.3 Stuart Park
Location - Adjacent Emily Stowe Public School Sandringham
Drive, Court ice
S i z e - 1. 99 ha.
Cost - $276,000

Official Opening - Friday, Sept.18, 1:00 p.m.
Phase 1 of the park is complete and Phase 11 will be
completed by late summer. The park features a ball
diamond, junior and intermediate playgrounds, decorative
entrances, basketball court, walkway and landscape
plantings. The second phase will include tennis courts,
walkway lighting and irrigation. The official opening
will consist of an exhibition ball game, and ribbon
cutting ceremony.
2.4 Sydney B. Rutherford Woods/Walk Park (Phase 1)
Location - Main Street North of station Street, Orono
Size - 3.21 ha.
Cost - $ 75,000

This project originally conceived by the Orono DBIA
(Downtown Business Improvement Area) was ultimately
financed by the Town with the involvement of the
Woods/Walk citizens committee. The previously
inaccessible valley now features an east/west gravelled
walk spanning Orono Creek. The creek features an
attractive waterfall complete with a fish ladder and a
woodland pond. The official opening will include a
ribbon cutting ceremony.
2.5 Bond Head Park
Location - Mill street, Bond Head
Size - 0.19 ha.
Cost - $251,000

Official Opening - Friday, May 29, 12:00 Noon.
Bond Head Park is the first municipal waterfront park
within the Town of Newcastle. The parkette features
boat slip and car and trailer parking, boardwalk, gazebo
and attractive sand beach. The official opening will
feature a ribbon cutting ceremony and a demonstration of
the boat launching ramp in use.
3. 0 GENERAL
3.1 A program for each opening will be developed and
circulated in advance of each event. The program will
identify the park, its location and size and provide a
short paragraph on its development. It will identify
Town officials and participants, events fo~ the ceremony
and an invitation to the public to enjoy the park and
refreshments offered. Individual groups will be
contacted well in advance and as may be appropriate
notices and invitations placed in local papers.
