THE CORPORATION OF THE TOWN OF NEWCASTLE REPORT Meeting: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE File # Res. # ' By-Law # " Date: MARCH 16, 1992 CS 10 92 File #: Report #: Subject: 1992 ONTARIO SENIOR ACHIEVEMENT AWARDS PROGRAM Recommendations: It is respectfully submitted that the General Purpose and Administration Committee recommend the following to Council: 1. THAT Report #CS-10-92 be received; and 2. THAT Council approve the process outlined in Report CS-10- 92, whereby, all nominations submitted by the public and/or community associations be forwarded to the Ministry of Citizenship - Office for Seniors' Issues directly. 1.0 BACKGROUND: 1.1 At a meeting held on February 24, 1992, Council passed the following resolution: "THAT the correspondence received from Elaine Ziemba, Minister of Citizenship, requesting nominations for the 1992 Ontario Senior Achievement Awards Programs, be received; and "THAT the correspondence be referred to the Director of Community Services for review and recommendation." 1.2 The Ontario Senior Achievement Awards Program is co-ordinated by the Office for Seniors' Issues, under the direction of the Ministry of Citizenship. The program is intended to recognize those individuals, 65 years of age and older, who have made a significant contribution to their community during their senior years. There are three eligibility requirements: the nominee must be 65 years or older; a resident of the Province of Ontario; and, the contribution must have been given freely without remuneration of any kind. 1.3 This report is submitted to address the process used to request nominations from community organizations and the general public and how the Community services Department plans on submitting these to the Ministry of Citizenship. 2.0 PUBLIC PARTICIPATION: 2.1 According to the information that was received, by council, from the Ministry of Citizenship "all members of the public are encouraged to submit nominations for this Award." In compliance with this, the Community services Department has prepared and sent a letter (Schedule A) to a number of community organizations requesting that they nominate deserving individuals for this Awards program. The letter explains the purpose of the program, the eligibility criteria and provides a copy of the Nomination form, as provided by the Ministry of ci tizenship, for use by the nominating organization or individual. 2.2 In the letter it is stated that all nominations received will be forwarded to the Ministry of citizenship for review and consideration by the appointed Selection Committee. Since the Ministry indicated, in its letter to Council announcing the program, that all members of the public are encouraged to submi t nominations, the Community Services Department believed that it could best facilitate the process by providing the mechanism through which these nominations could be forwarded to the Ministry for inclusion in the selection process. All nominations, therefore, received by the Community Services Department by the deadline stated in the letter (March 27, 1992) will be sent directly to the Office for Seniors' Issues at Queen's Park. ../3 n(jr' '1 U!. CS-10-92 - 3 - MARCH 16, 1992 2.3 The Community services Department will ensure that all submissions comply with the eligibility criteria and that all nomination forms are completed in full. For Council's information, a summary of the nominees will be provided, in memorandum form, prior to being forwarded onto the Ministry of Citizenship's Office for Seniors' Issues. 3.0 RECOMMENDATIONS: 3.1 It is the recommendation of the Community services Department that Council approve the process outlined in this report, whereby, all nominations submitted by the public and/or community associations be forwarded to the Ministry of Citizenship - Office for Seniors' Issues directly. This program recognizes individuals, 65 years of age and over, who have made outstanding contributions to their communities during their senior years. To be eligible, nominees must be 65 of age or over; an Ontario resident; and have made a significant contribution in one or more of the following categories: Arts/Literature, Community Service, Education, Environment/Science, Fitness/Recreation/Sport, Humanitarian Activities, Preservation of History and Volunteerism. If you are aware of an individual who is worthy of recognition under this program please complete the accompanying nomination form. Please complete all areas indicated and provide as much detail as necessary to support your nomination. Nominations must be submitted, in writing, no later than 4:30pm. Friday March 27, 1992.
