REPORT Meeting: Date: FEBRUARY 3, 1992 File# Res. #(' -rP11-/07- q;;{ GENERAL PURPOSE AND ADMINISTRATION COMMITTEE By-Law # Report #: C5-06-92 File #: Subject: 1992 PROVINCIAL INITIATIVE RECOGNIZING THE CONTRIBUTION OF VOLUNTEERS Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report No. CS-06-92 be received; 2. THAT the Town of Newcastle not participate in the Recoanizina the contribution of Volunteers program; and 3. THAT Council inform the Ministry of CitizenShip of their decision. 1.0 BACKGROUND: 1.1 At a meeting of Council, on January 13, 1992, the following resolution was passed: "THAT the correspondence received from Elaine Ziemba, Minister of Citizenship and Karen Haslam, Minister of CUlture and Communications with respect to the 1992 series of Volunteer Awards be received; and THAT the correspondence be referred to the Director of community Services for review and preparation of a report to be submitted to the General Purpose and Administration Committee." In compliance with this resolution, the Community Services Department has collected and reviewed all available and relevant information and eligibility criteria. 1.2 The program, Recoanizina the contribution of Volunteers, is intended to highlight and promote volunteer ism in our community. CS-06-92 - 2 - FEBRUARY 3, 1992 provision and promotion of cultural pursuits and/or citizenship. Adult volunteers may be recognized for 5, 10 or 15 years of continuous service while youth (24 years or younger) are recognized for 2 or more years of service. Individuals, non-profit organizations and local businesses may also be recognized under the Outstanding Achievement Award category. 1.3 There are a few eligibility requirements. First, the nominations are made by non-profit organizations or individuals. Second, to be eligible the candidate must not have received, at any time, payment for their service-over and above reimbursement for incurred expenses. Third, the service provided must be distinct from that which would be performed during the candidate's normal course of business or professional duties. Finally, the fourth criteria, is that nominations must be received by the Ministry of Citizenship no later than January 31, 1992. 2.0 COMMENTS: 2.1 Any program, provincial or Municipal, that acknowledges and promotes the concept of volunteer ism and volunteers is not only worthwhile, but necessary to the overall development and image of the community. In light of the nomination deadline for the Recoqnizinq the Contribution of Volunteers program, it is not possible for the Town of Newcastle to participate in 1992. 2.2 There are a number of Provincial recognition programs currently operating and the Council is often asked to submit the names of individuals and/or organizations who are deserving of recognition. Unfortunately, the timing of these requests is such that we have little or no time to respond. 2. 3 Volunteers in the Town of Newcastle provide a tremendous service to our community. They organize and operate an extensive list of programs, services and special events that .. /3 912 . REPORT NO. CS-06-92 - 3 - FEBRUARY 3, 1992 would otherwise not be available. If these organizations, cultural, sports, recreational or social, were to cease operations, the impact to the community and the Municipal government would be unmeasurable. The Town of Newcastle needs to create a process by which all volunteers can be recognized and acknowledged. This, in turn, would allow Council the opportunity to participate in provincial programs (eg. Corps D'Elite, Recognizing the contribution of Volunteers) more readily. 2.4 The Community Services Department will review potential formats to develop an action plan and procedure to recognize outstanding achievement and volunteerism in our community, for recommendation to Council.
