Res. #GPA- 4-1- q~ Date: JANUARY 6, 1992 By-Law # Report #: C"l':-n7-Q7 File #: Subject: ORONO YOUTH RESOURCE CENTRE - UPDATE Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report No. CS-02-92 be received; 2. THAT the Orono Youth Resource Centre's use of the Orono Armories site be extended; 3. THAT staff continue to work with the volunteers of the Centre to ensure that the lines of communications that have been established remain strong and consistent; and 4. That the Orono Youth Resource Centre be listed under the Recreation Affiliates Liability Insurance until such time that the Centre either locates another facility in which to operate or ceases operation. 1.0 BACKGROUND 1.1 The Orono Youth Resource Centre is an initiative that was originally proposed and currently operated by members of the Orono community for the youth residing in the area. The Town of Newcastle Council was officially informed of this new community activity at the July 22, 1991 meeting of the General Purpose and Administration Committee. Mr. Steve Wiggins addressed Council as a delegation during which he made a short verbal presentation and circulated a letter and petition of signatures supporting the program (Attachment I). . ./2 905 "'CYC"O~.AP'EA PAPER 'alR.eye" lliISISPRI><TEll<>lF\ECVCLEOPAPER REPORT CS-02-92 - 2 - JANUARY 6, 1992 1.2 In his presentation, Mr. Wiggins spoke of the formation of the Youth Resource Centre on the basis of community unity and need. He suggested that this Centre would address a need, within the community, that had not been addressed and that the Centre would provide youth with alternative activities in which they could participate. Mr. Wiggins requested Council to approve the Centre's use of the front portion of the Orono Armories building for the purpose of operating a drop-in centre for youth. 1.3 Subsequent to Mr. Wiggins' presentation, council passed the following resolution (#GPA-548-91). "THAT the delegation of steve Wiggins be acknowledged; THAT Staff be directed to meet with the Orono Youth Resource Group and draw up an Agreement of Understanding for the short term use of the front portion of the Orono Armories building by the Orono Youth Resource Group and subsequently, Staff bring forward an information report; and THAT Steve Wiggins be advised of Council's decision." 1.4 The Community services Department, as per Council's direction, subsequently met with representatives of the Orono Youth Resource Centre. Mr. Fred Horvath, Facility Manager, initiated the first meeting during which basic operating guidelines were established to govern the use of the facility (Attachment II). Since the Resource Centre was new and not financially capable of securing independent liability insurance it was recommended that the Centre operate under the auspices of the Orono Town Hall Board. since the Hall Board is covered under the Town of Newcastle's Insurance, under the Recreation Affiliates Liability Insurance oategory (Attachment III) it was agreed that the original agreement with the Resource Centre would be supported under this arrangement. ../3 906 REPORT CS-02-92 - 3 - JANUARY 6, 1992 1.5 The term for the original agreement was until September 4, 1991. At the completion of this term, representatives of the Orono Youth Resource Centre (Rosalind Allin and Katherine Coatham) were invited to meet with Mr. Fred Horvath and Jennifer Cooke, Program/Community Relations Superintendent, of the Community Services Department. The purpose of this meeting was to review the operation of the Centre and to discuss the future of the organization and the clientele utilizing its programs. 1.6 During this meeting Ms. Allin and Ms. Coatham provided information regarding the use of the drop-in service provided at the Centre. The Centre is open from 6:00 - 10:00 p.m. every Monday and Thursday evening. The Centre is current operating with a core group of approximately 20 individuals. These are the youth that are attending the Centre to participate in the programs and/or speak to the volunteer supervisors on a regular basis. According to the sign-in register used at the Centre, a total of 50 youth attend the Centre each evening. The interest in the activities at the Centre is increasing and the Centre representatives feel that the operation could be expanded but are unable to due to a shortfall in volunteer supervision and space. 1. 7 The Centre is providing the youth of the community with a place to go and do the activities that interest them. This mandate or mission appears to be the drawing factor for the current clientele. The participants have participated in a number of activities that they have set-up themselves (eg. ping-pong and card tournaments) as well as discussion ("rap") sessions with the volunteer supervisors. The volunteer supervisors believe that the Centre provides a social function to the kids where they can talk about their issues without being judged. They are working to gain the youths' trust and commitment to the program by acting as a sounding board for . ./4 907 REPORT CS-02-92 - 4 - JANUARY 6, 1992 ---------------------------------------------------------------- their ideas, comments and suggestions of these young people. 1.8 Prior to this meeting, Mr. Horvath made an inspection of the building to ensure that the Centre was providing the required care and maintenance as outlined in the Agreemeqt. Mr. Horvath has indicated that he is very pleased with the condition of the facility and commended the representatives. Based on all of the information provided, the Community services Department agreed to extend the Centre's use of the Orono Armories site until December 31, 1991. 2.0 FUTURES: 2.1 The current agreement with the Orono Youth Centre has expired. The opportunity for this Centre to locate an alternative site for operating is limited due to, first, lack of available sites within the Orono community (that would satisfy the Centre's spacial and time requirement) and, second, the Centre's current financial status. In light of these, it is the Community services Department's recommendation that this group be permitted to continue using this site for the drop- in program. 2.2 The Centre has submitted an application for funding under the Municipal Grant program provided by the Town of Newcastle. This grant request has been forwarded to the Newcastle community services Board to be reviewed and processed according to the Grant Policy. The dollars requested will be used to cover the operating costs associated with the utilization of the Orono Armories site (heat, utilities etc.) as well as for the purchase of small equipment and other incidentals that are required to operate. The Centre do request that the individuals accessing the programs and services contribute $ 1. 00 each time they come out. CS-02-92 DN: C618 1) The Orono Armories located at the corner of Park and Church Streets and owned by the Corporation of the Town of Newcastle will be utilized as a Youth Centre from Tuesday, August 6, 1991 for a period of thirty days concluding on Wednesday, September 4, 1991. 2) The purpose of the Centre is to provide supervised activity for the youth of the community. 3) Operating hours will be Mondays and Thursdays from 6:00 p.m. to 10:00 p.m. 4) Entry and access to the building must be supervised by the approved adult chaperon. Names and telephone numbers to be submitted to the Department of Community Services. 5) No drugs, or alcohol will be allowed in the premises. 6) Smoking will be allowed in a designated section under close supervision. 7) The Centre will be responsible for regular maintenance including the washroom, exterior windows etc. 8) The Centre will be solely responsible for the security of the building and will ensure that doors and windows are locked and secured after each event. 9) Total occupancy for the building is 45 persons. 10) No exterior or internal repairs, renovations, alterations will be allowed to the building during this period. 11) Music and noise must be kept to reasonable levels in the respect of the community. 12) The Town of Newcastle will not be held responsible for personal injury or loss by anyone while engaging in activities of the Youth Centre. 13) The Orono Youth Resource Centre is affiliated with the Orono Town Hall Board and is covered under the Recreation Affiliate Liability Insurance Package of the Corporation. 912 . ,FRANK COWAN alMPANY LIMITED . Included as Insureds are Directors, Executive Officers, Board Members Employees and Volunteers while performing their duties as such. Environmental Liability Exclusion Blanket Tenants' Legal Liability Liquor Licence Act of Ontario Non-Owned Automobile Insurance - Included Provides legal liability protection against claims anslng out of accidents involving vehicles not owned by the Insured but being operated on its behalf. Physical Damage insures the legal liability of the Insured for damage to vehicles not owned by them to a limit of $ 100,000. with collision claims being subject to a $ 100. deductible. Q13
