ROADSIDE TREE PLANTING PROGRAM
KAWARTHA REGION CONSERVATION AUTHORITY
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report No. CS-01-92 be received; and
2. THAT the Town of Newcastle not participate in the Kawartha Region
Conservation Authority's Tree Planting Program; and
3. THAT the Kawartha Region Conservation Authority be thanked and
advised of Council's action.
1. 0 BACKGROUND:
1.1 At the October 15, 1991 meeting Council Members reviewed
correspondence Item D-9 from the Kawartha Region Conservation
Authority (Attachment "A") inviting the Town of Newcastle to
participate in their roadside tree planting program. Staff was
directed to prepare a report for consideration of Council.
2 . 0 ROADSIDE TREE PROGRAM:
2.1 Through its roadside tree program the Kawartha Region Conservation
Authority offers to plant 25 to 100 trees 7 - 8 feet tall on 30
to 50 feet spacings and maintain and service the trees for 2 years
for a total fee of $15.00 per tree.
3.0 JURISDICTION:
3.1 The Kawartha Region Conservation Authority's jurisdiction within
the Town of Newcastle is restricted to a small northern portion
of Darlington Township Concession 10 from Lot 1 to 19 (Attachment
"B") .

4.0 CURRENT PROVISION:
4.1 At present the Town of Newcastle has a number of ways by which
trees are planted along municipal road allowances.
a) Through Plan of Subdivision;
b) ontario Hydro (as compensation for tree removal through
maintenance);
c) Municipal Capital Projects (Public Works Department); and
d) Private citizens.
5.0 DISCUSSIONS:
5.1 The value of trees to the environment is well known. Although
individual trees do not make a significant immediate contribution
they will in time grow in stature and when combined in mass they
can filter winds, moderate the extremes in the weather and prevent
heavy rainfall run off and soil erosion. Their main value along
the roads however is aesthetics and it is for this reason that
trees are most frequently planted.
6.0 CONCLUSION:
6.1 Kawartha Region Conservation Authority covers a very limited
jurisdiction within the Town and the area is located within the
heavily treed Oak Ridges Moraine. There is little opportunity or
perceived need for roadside tree planting within their
jurisdiction. We therefore conclude that no action be taken at
this time in regards to Kawartha Region Conservation Authority'S
invitation to participate in their roadside tree planting program.

As you are aware, the Kawartha Region Conservation
Authority offers a number of conservation programs to
private landowners and member municipalities. Among
these programs are a range of forestry related
services, including tree planting along municipal
roadways.
During the past few years a number of our member
municipalities have participated in this roadside tree
planting program. As we begin to schedule for 1992 we
would like to invite you to consider roadside tree
planting. The planting of trees can be beneficial in
many ways including snow drift protection, windbreaks,
noise reduction and erosion control. The aesthetics of
tree-lined roadways is yet another consideration.
The Authority will be finalizing the tree planting
schedule in November. If your municipality is
interested in becoming involved with roadside tree
planting, please contact our office QY November 1.
