DISCLOSURE OF PECUNIARY INTEREST Councillor Robinson advised that he would be making a disclosure of pecuniary interest with respect to Report COD-061-02. MINUTES Resolution #GPA-470-02 Moved by Councillor Rowe, seconded by Councillor Schell THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on November 18, 2002 be approved. "CARRIED" Mayor Multon presented a certificate of participation to the Student Pages'. Christine Vajda and Sarah Lack. Mayor Mutton read the contents of his letter to Chief Kevin McAlpine, Durham Region Police Services, wherein he expressed his strong objection to the cancellation of the Clarington Village Constable Program effective January 6, 2003. Councillor Trim advised that he attended the Regional Press Conference pertaining to the "Warmth" Program which is in its fourth year. He and Councillor Rowe also attended the official opening of the South wing of the University of Ontario Institute of Technology. 30 I . . . G.P. & A. Minutes PRESENTATIONS - 2- December 2, 2002 Councillor Trim also altended the sod breaking for the expansion of Bethesda House. Councillor Rowe advised that this will be Jacquie Mcinnes's last meeting as reporter for Metroland and suggested that Council send a thank you letter for her five years spent covering the meetings of the Municipality. Councillor MacArthur advised that he attended the Christmas open house for the Clarke Museum which was extremely well attended. (a) Bernie Kuslikis, Manager, Plant Operations, John Thompson, Superintendent, Durham Region Works Department, Elaine Collis, Biosolids Coordinator, Skip Ambrose and Bob Campsal - Elaine Collis was introduced and made a power point presentation highlighting the following: . Biosolids Management Program - how the program works guidelines certificate of approval contract with Courtice Auto Wreckers; and nutrient management program . Contractor identifies - Region Inspects digital air photos are used region monitors spreading of operations MOE (Ministry of Environment) approves the site applications; monitors and enforces guidelines . Best Management Practices biosolids quality Sewer Use By-law consistency equipmenUoperators storage site maps spreading considerations crop to be grown application raid weather and soil conditions tile drainage topography . GPS recording of application area . Benefits of utilizing biosolids farmer - nutrients - organic malter - water - aeration/tillage of fields - value equals $50,00 - $150.00/acre residenUmunicipality society . Concerns/Risks ground water and surface water quality odour pathogens; and metals and organic contaminants. 302 . . . G.P. & A. Minutes - 3- December 2, 2002 PRESENTATiONS CONT'D. DELEGATIONS Members of Council advised that the certificate of approval and site maps are sometimes not received by the municipality and suggested that improved communication and signage be reviewed. It was suggested that a schedule of biosolids spreading program be forwarded to the municipality and that a member of municipal Clarington staff be allowed to sit on a Regional Biosolids Management Program Committee. (b) Mayor Mutton presented the Certified Municipal Manager III Designation Certificate Pin to Marie Knight Stanley, Deputy Clerk, awarded by the Ontario Municipal Management Institute and congratulated her on this achievement. (c) Lou Ann Birkett and Steve Grigg - Presentation regarding the Corporate Health and Safety Annual Report ADM-09-02. Lou Ann Birkett highlighted the accomplishments of the Health and Safety Commiltee during the year 2001/2002 and stated that regular altendance of Department Heads on a rotating basis has been extremely successful and mutually beneficial. This process will be continued in the years 2002/2003. She introduced the new co-chairs of the Health and Safety Commiltee, Gord Weir and Rob Groen. (a) Frank Feldman, Kiradaar (On!.) Inc., 7 Director Court, Unit 104, Woodbridge, L4L 4S5 - Report PSD-129-02 appeared on behalf of Kiradaar (Onl.) Inc., circulated a proposed residential draft plan and expressed three major concerns: 1) the east and west side of his clients' property will be land locked with no road frontage 2) the lolting set out in the report requires 15 metre frontages instead of the current 12 metre minimum which adheres to the current zoning, 3) the neighbourhood plan envisages a swap of land with the neighbours and no discussions have taken place on how the neighbour will react. In his estimation the current configuration conforms to the Municipality's Zoning by-law, (b) Dr. L. D. Rackham and Ted Barnoski, 164 Foster Avenue, Belteville, K8N 3P8 - re: Report PSD-129-02 advised prior to the meeting that they would not be in altendance. Resolution #GPA-471-02 Moved by Councillor Trim, seconded by Councillor Schell THAT the following two delegations be added to the agenda: Dave and Pearl Rickard regarding Report PSD-129-02 and Angela and Guy Pugliese regarding Report EGD-51-02. "CARRIED" 303 . . . G.P. & A. Minutes -4- December 2, 2002 DELEGATIONS CONT'D. (c) Bryce Jordan, G M Sernas and Associates, 110 Scotia Court, Unit 41, Whitby, L 1 N 8Y7 - re: Report PSD-129-02 appeared on behalf of Foster Creek Developments and stated that his client understands and wants to work with staff to meet the Municipality's requirements. The major concern is with the location of the school and this is why he request approval of the official plan. His concern is the requirement of a 7.5 metre requirement for a side yard which. in his view, is a little excessive. (d) John Wells, Courtice Area Ratepayers Association, 15 Firwood Avenue, Courtice, L 1 E 1 P6 regarding the development of the South Courtice Industrial/Employment area circulated a document entitled "Report to the Municipality of Clarington on the Courtice Area Ratepayers Association presentation to the Durham Region Works Committee of November 20, 2003 pertaining to the development of the South Courtice Industrial Area. He advised that the Courtice Area Ratepayers Association (CARA) asked the Works committee to consider, with the construction of the Courtice Sewage Plant, installing fibre optic cables at the same time as the sewer pipes are installed. He noted that this fibre could produce revenue for the Durham Region by leasing its use to the telephone companies, like Bell, A T& T and Rogers. With the location of Bell Canada and the Ontario Power Generation Fibre back bone known, and the linking of the fibre in the Courtice industrial area to it, it could provide broad band communications to the Iter site. Also, by pulling fibre from Highway 2 at Simcoe Street in Oshawa through the sewer up to the University of Ontario Institute of Technology (OIT) it could then link OIT to Iter. (e) Janet Lange, 2 Shoreview Court, Bowmanville, L 1C 3V2 re: Humane Society of Durham Region - advised prior to the meeting that she would not be in attendance. (f) Dave Rickard, 80 Given Road, R.R. #8, Newcastle, L 1 B 1 L9 Report PSD-129-02 - appeared on behalf of the residents, circulated a copy of his presentation and noted the following concerns: 1) There is not enough distance between the property lines and the proposed residences; 2) There should be a common privacy fence installed to the maximum allowable height along the rear of all properties; and 3) He and the neighbours object to the higher density designation of the homes on King Avenue. (g) Adela and Guy Pugliese, 2179 Boundary Road, Burketon, LOB 1BO were called but were not present. Minutes PUBLIC MEETING - 5- December 2,2002 Councillor Schell chaired this portion of the meeting. Pursuant to the Planning Act, the Council of the Municipality of Clarington, through its General Purpose and Administration Committee, is holding a Public Meeting for the following applications: (a) SI. Anthony of Padua Parish Applicant: Dickinson & Hicks Architects Inc. The Planning Services Department sent public notice for the rezoning, by first class mail on or before November 1, 2002 to all property owners within 120 metres of the subject property in accordance with the latest municipal assessment record, A public notice was also posted on the property in question, The notice procedure followed is in compliance with the Ontario Regulations made under the Planning Act. (a) Report PSD-122-02 - SI. Anthony of Padua Parish - The purpose and effect of the application is to rezone the subject lot at 1862 Bloor Street to permit the construction of a 1798 m2 place of worship and a manse, No one spoke in opposition to or in support of this application. Ivan Dickinson, Dickinson and Hicks Architects Inc, 285 Broadway, Orangeville, ON L9W 1 L9 displayed a conceptuai rendering of the proposed church and noted that a site plan application has also been submitted which provides more information and details.
