DISCLOSURE OF PECUNIARY INTEREST Councillor Robinson indicated that he would be stating a disclosure of pecuniary interest with respect to the delegation of Harvey Thompson and Report PSD-101-02 regarding the Port Granby Project Community Advisory Committee. MINUTES Resolution #GPA-374-02 Moved by Councillor Schell, seconded by Councillor Trim THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on September 23, 2002 be approved with the following amendment: On Page 1, Councillor Pingle attended the Drummond Art Exhibit at the Clarke Museum. ' "CARRIED" 301 G.P. & A. Minutes . PRESENTATION . . -2- October 7, 2002 Councillor Robinson indicated that on Friday morning he attended the Clarke High School Community Safety kick off. He also attended the official opening of St. Francis of Assisi Catholic School which was very successful. He reminded all Members of the Committee that the week of October 7 - 12, is "Fire Prevention Week". Councillor Rowe indicated that she attended the Durham Children's Groundwater Festival. The Municipality of Clarington was presented with the Platinum Sponsorship Award which she presented to Mayor Mutton. Councillor Trim indicated that he attended the 2 Yo day Regional Retreat which was very productive. He also attended the Lions Club Dog Walkathon, the Newcastle Fall Festival and on Friday evening, the official opening of the St. Francis of Assisi Catholic School. (a) Russ Powell, Chief Administrative Officer, Jill McColl, Policy Coordinator, and Perry Sissons, CLOC, 100 Whiting Avenue, Oshawa, L 1 H 3T3 advised that the Oshawa Creek Watershed Management Plan is the first in a series of Watershed Plans to be updated as well as Lynn Creek and Bowmanville Soper Creek which are targeted as the next two plans to be undertaken. Monitoring systems will be developed and areas to be improved or restored will be identified. He noted that the Watershed Management Plan is a document which will need constant review. He introduced Perry Sissons and Jill McColl who made a power point presentation which addressed the following: . Key Watershed Components investigated . Maps - Existing Land Use - Thermal Classification - Fish Habitat - Ground Water Features - Vegetation Systems -Wildlife . Issues of concern . Natural and Human trends which may directly or indirectly affect the future health of the watershed . Land use changes for the future . Actions taken to protect the future watershed health; and . Summary of 20 key recommendations Ms. McColl indicated that the approval of the Municipality of Clarington and relevant local governments is required. Councillor Robinson stated a pecuniary interest with respect to the delegation of Harvey Thompson. Councillor Robinson resides in close proximity of the subject site. 302 GP. & A. Minutes . DELEGATION PUBLIC MEETING . . - 3- October 7, 2002 (a) Harvey Thompson, 4720 Concession Rd. #6, Newtonville, LOA 1JO advise that he is satisfied with the recommendations contained in the Report PSD-1 01-02 with the exception of the Membership and Structure of the Committee. In his estimation, the people who have most at state have the least representation on the Committee. He requested that the Member representing the Agricultural Community should be a Port Granby Resident and he suggested that the Member from the Education Group should also be a Port Granby area resident. Councillor Schell chaired this portion of the meeting. Pursuant to the Planning Act, the Council of the Municipality of Clarington, through its General Purpose and Administration Committee, is holding a Public Meeting for the following applications: (a) Official Pian Amendment, Rezoning and Draft Plan of Subdivision Applications Applicant: Waverly Road Properties Inc. The Planning Services Department sent public notice for the subdivision application by first class mail on or before September 18, 2002 to all property owners within 120 metres of the subject property in accordance with the latest municipal assessment record. A public notice was also posted on the property in question. The notice procedure followed is in compliance with the Ontario Regulation made under the Planning Act. (a) Report PSD-098-02 - Official Plan Amendment, Rezoning and Draft Plan of Subdivision Applications - The purpose and effect of the application is to subdivide the subject lands into nine commercial lots. The applicant intends to develop the lands with an auto mall, restaurants and a hotel. No one spoke in opposition to or in support of this application. Glenn Genge, DG Biddle & Associates Ltd., 96 King Street East, Oshawa, L 1 H 1 B6 expressed concurrence with the recommendations contained in Report PSD-098-02 and informed Members of the Committee that negotiations are underway with a Toyota Dealership, a major hotel chain and two restaurants. He advised that a Traffic Study will be undertaken to determine if a second access/egress is required. Resolution #GPA-375-02 Moved by Mayor Mutton, seconded by Councillor Rowe THAT the committee recess for ten minutes. "CARRIED" The meeting reconvened at 10:20 a.m. with Councillor Schell in the chair. 303 . . . G.P. & A. Minutes -4 - October 7, 2002 PLANNING SERVICES DEPARTMENT Draft Plan of Resolution #GPA-376-02 Subdivision Appl Applicant: Waverly Moved by Mayor Mutton, seconded by Councillor MacArthur Road Properties inc. S-C 2002/004 THAT Report PSD-098-02 be received; Monitoring of the Decisions of the Committee of Adjustment Oshawa Creek Watershed Management Plan Port Granby Project Community Advisory Committee THAT the development applications submitted Waverly Road Properties Inc. be referred back to staff for further processing and preparation of a subsequent report pending receipt of all outstanding comments; and THAT all interested parties listed in Report PSD-098-02 and any delegation be advised of Council's decision. "CARRIED" Resolution #GPA-377-02 Moved by Councillor Robinson, seconded by Councillor Trim THAT Report PSD-099-02 be received; and THAT Council concur with decisions of the Committee of Adjustment made on September 26,2002, for Applications A2002/058, A2002/061 to A2002/064, inclusive and that staff be authorized to appear before the Ontario Municipal Board to defend the decisions of the Committee of Adjustment. "CARRIED" Resolution #GPA-378-02 Moved by Councillor Rowe, seconded by Councillor Pingle THAT Report PSD-100-02 be received; THAT Council endorse the Oshawa Creek Watershed Management Plan 2002, as prepared by CLOC; and THAT Central Lake Ontario Conservation and the City of Oshawa be provided a copy of Report PSD-100-02 and Council's resolution. "CARRIED" Councillor Robinson stated a pecuniary interest with respect to Report PSD-101-02; vacated his chair and refrained from discussion and voting on the subject matter. Councillor Robinson resides in close proximity of the subject site. Resolution #GPA-379-02 Moved by Councillor Trim, seconded by Councillor MacArthur THAT Report PSD-101-02 be received and referred back to staff to take into consideration the comments of Mr. Harvey Thompson. She noted that Clarington is the first to offer this service in the Regional Municipality of Durham. THAT, should other charitable, non profit associations approach the Municipality with similar requests for recycling of printer cartridges, that they be included on a rotating basis; THAT the Municipality of Clarington participate in the Computers for Schools Program; THAT the donation be designated initially for schools within the Municipality of Clarington should there be a need; THAT, prior to the donation of the surplus computers, the Municipality of Clarington Hall Boards be offered the opportunity to obtain a computer if required for Hall Board use; and THAT the Purchasing Manager be authorized to dispose of surplus equipment and materials in this manner on an ongoing basis where appropriate. "CARRIED" Clarington Library Resolution #GPA-391-02 Construction/M unicipal Administrative Moved by Councillor Schell, seconded by Councillor Trim Centre Expansion THAT Report COD-4B-02 be received; THAT Edge Technologies, Pickering, Ontario, be retained to provide consulting services to the Municipality of Clarington to provide a review of the existing telephone system and to co-ordinate the move of the telephone equipment for the Clarington Library and the Municipal Administrative Centre in an approximate amount of $16,600.00.; THAT funds in the amount of approximately $40,000.00 (50% of $BO,OOO.OO) be approved to cover the installation of the data and telephone cabling; THAT funds in the amount of approximately $25,000.00 be approved to cover moving expenses for the Municipal Administrative Centre Expansion; THAT funds in the amount of $10,500.00 be reallocated from within Account #7004-00002-505 and be drawn from this account; THAT the remaining funds required in an approximate amount of $62,900.00 ($B,400.00 (50% of $16,600.00) + $40,000.00 (50% of $BO,OOO.OO) + $25,000.00 less $10,500.00 = $62,900.00) be drawn from Account #7009-X-505; and THAT the Clarington Library be invoiced for the portion applicable to the Library, where appropriate.
