HomeMy WebLinkAbout95-57 THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON BY-LAW NUMBER 95- 5 7 being a By-law to designate a certain portion of Registered Plan 40M 1680 as not being subject to Part Lot Control. WHEREAS the Council of the Corporation of the Municipality of Clarington deems it advisable to exempt from Part Lot Control,Lots 1 to 10, inclusive in Plan 40M-1680 registered at the Land Titles Division of Durham. NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Municipality of Clarington enacts as follows: 1. THAT Subsection (5) of Section 50 of the Planning Act shall not apply to those lands described in Paragraph 2 within the By-law. 2. THAT this By-law shall come into effect upon being approved by the Regional Municipality of Durham and thereafter Subsection (5) of Section 50 shall cease to apply to the following lands: a) Lots 1 to 10, all inclusive on Plan 40M-1680, Municipality of Clarington,Regional Municipality of Durham. 3. Pursuant to Subsection 7.1 of Section 50 of the Planning Act, this By-law shall be in force for a period of five (5) years ending on May 8, 2000. BY-LAW read a first time this 8th day of May 1995. The purpose of the application is to permit the construction of semi-detached linked units on the lots in question. The Municipality's concern with respect to the provisions of all major services are satisfied, as are the Region's servicing requirements. The subject lands are properly zoned. The zoning of the lands which are subjet to this application are R1 and R2. The Municipality's solicitor has not been requested to establish that the subject lands are part of a plan of subdivision within the meaning of the Planning Act, or to establish that the subject plan was never deemed not to be registered plan of subdivision. For your additional information, a copy of Planning Report PD-43-95 is enclosed to assist you in processing this application. Report#: rn-i -a File#: 4 3 xk r Subject: COMMITTEE TO ASSIST YOUTH Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report CD-17-95 be received; 2 . THAT the following individuals be appointed to an ad hoc committee to assist youth, as directed by Council Resolution #C-770-94 : Devra Albright - Courtice Phillip Martin - Courtice Derrick McKay - Courtice Ron Collis - Bowmanville Linda Cooper - Bowmanville Mary Anne Martin - Bowmanville Michael Rate - Bowmanville Constance Bedding - Orono Dianne Higgs - Orono; and 3 . THAT 'all applicants be thanked for their interest, ' x REPORT AND BACKGROUND: At a meeting held on December 12, 1994, Council passed a }: resolution directing that a special task force on youth be formed to advise Council on the growing social problems among some of . , `s our youth. i ' ka1y s 601 n vivin �.cc ci! nos K 1'gMFDAi 1ECYp.EO PAPF.q CD-17-95 _ 2 - May 1, 1995 In an attempt to put the committee together, Jim Adams of the Durham Regional Police, Reverend Frank Lockhart of Trinity United Church, Bob Wing of National Video located in the Bowmanville Mall and Nancy Scott of Big Brothers were contacted to determine if they would be interested in assisting staff in this endeavour. Following our initial meeting, an advertisement was placed in the local newspapers and in the area schools (at the senior public and high school levels) inviting applications for positions on the Committee. In response to the advertisements, twenty-eight responses were received. Copies of the applications were forwarded to the members of the steering committee for review and one further meeting was held in order to determine the makeup of the committee. At that time, it was agreed that the committee should consist of nine members (three from each ward) . As well, it was agreed that representatives from the Bowmanville Rotary. Club, the Bowmanville Mall, the Ministerial Association, the Durham Regional Police and social agencies (eg. , John Howard Society) should be included as advisors to the committee. Municipal staff will be utilized as support staff. All applicants appear to be highly qualified, however the following individuals are being recommended for appointment because of their related experience and interests : Devra Albright - Courtice Phillip Martin - Courtice Derrick McKay - Courtice Ron Collis - Bowmanville Linda Cooper - Bowmanville Mary Anne Martin - Bowmanville Michael Rate - Bowmanville Constance Bedding -. Orono. Dianne Higgs - Orono (After reviewing the responses, it was determined only two individuals had applied from Ward 3, therefore the recommendations contain four representatives from Ward 2 as the majority of applicants come from Bowmanville) . Constable Jeffrey A. Haskins, Durham Regional Police Service indicated an interest in assisting with the committee. It was agreed that his vast experience with youth would be invaluable to the committee in an advisory role. 602 . A CD-17-95 - 3 May 1, 1995 Once the committee is in place, it will be the responsibility of its members to elect their Chairman and put together their terms of reference, in conjunction with the Council resolution of December. Once they have determined the terms of reference, they will be forwarded to Council for ratification. In accordance with Council' s resolution, a meeting place and a nominal budget will be afforded the committee. It is respectfully recommended that the above named individuals be appointed to the committee and all interested individuals be advised of Council' s decision.
