THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-lAW 81-147
Being a By-law of the Corporation of the Town of Newcastle
to re-establish the position and to define the duties and
responsibilities of the Tax Collector.
WHEREAS pursuant to the provisions of Section 226 of The Municipal Act,
R,S.O., 1970, the Council of a municipality may appoint a Tax Collector;
NOW THEREFORE the Corporation of the Town of Newcastle by its Council,
ENACTS AS FOllOWS:
1. That the position of Tax Collector for the Town of Newcastle is hereby
re-estab1ished.
2. That the Tax Collector's duties and responsibilities shall include the
fo 11 owi ng:
(a) The Tax Collector shall report to the Treasurer and prepare such
reports and analysis as are required on a regular basis for the
maintenance and control of taxes receivable.

(b) The Tax Collector shall supervise all activities related to collecting
and recording of taxes including liaison with the service bureau
regarding the preparation of tax bills and reminder notices.
(c) The Tax Collector shall be responsible for the preparation of the
reconciliation of assessment on a year to year basis and preparation
a report analyzing the changes.
(d) The Tax Collector shall be responsible for the maintenance of taxes
receivable records with regard to additions to the roll under section
43 of the Assessment Act and reductions to the roll through section
636 and Assessment Review Court decisions.
The Tax Collector shall be responsible for the preparation of tax appeal
report for approval of Council.
The Tax Collector shall be responsible for regular review and follow up
of delinquent taxes.
The Tax Collector shall be responsible for the regular reconciliation
taxes receivable.
The Tax Collector shall be responsible for the daily deposits and the
maintenance of cash flow analysis.
The Tax Collector shall arrange for short term investments under the
direction of the Treasurer for the both the General Funds and the
Reserve Funds,

(j) The Tax Collector shall arrange for short term loans as are
necessary under the direction of the Treasurer.
(k) The Tax Collector shall control the loans and repayments of same
under The Ontario Home Renewal Program.
(1) The Tax Collector shall carry out any additional duties and
responsibility as the Treasurer may assign.
(m) The Tax Collector shall be paid a salary in accordance with the
Town's policy in respect of non-affiliated staff.
3. Qualifications for the position of Tax Collector are as follows:
(a) A minimum of two years experience in municipal financial
administration.
(b) Proven written and oral communication skills, including ability
to communicate effectively with other staff and the public.
4. By-Law No, 81-54 is hereby repealed,
