BY-LAW NO. 81- 146
Being a by-law of the Corporatton of the
Town of Newcastle to re-establish the position
of Deputy-Treasurer;
WHEREAS pursuant to the provisions of Section 218
of The Municipal Act, R.S.O. 1970, the Council of a municipality may
appoint a Deputy-Treasurer;
NOW THEREFORE the Corporation of the Town of Newcastle by its Council,
ENACTS AS FOLLOWS:
1. That the position of Deputy-Treasurer for the Town of Newcastle
is hereby re-established.
2. That the Deputy-Treasurer shall have all powers and duties of the
Treasurer under this and every other act, and particularly the
Deputy-Treasurer shall:
(a) Perform all statutory duties and act for the Treasurer in his
absence.

(b) The Deputy-Treasurer shall assist in the preparation and regular
review of the annual municipal budget. He will provide technical
assist to the various departments in their budget process.
(c) The Deputy-Treasurer will assist in the preparation of working papers
and various schedules leading to the preparation of the annual
municipal financial statements.
(d) The Deputy-Treasurer shall provide assistance to the departments
and Council on a regular basis in analysis and interpretation of
monthly financial information.
(e) The Deputy-Treasurer shall provide the various local boards with
analysis and interpretation of their monthly financial information
and assist in the control of their budgets.
(f) The Deputy-Treasurer shall be responstble for the maintenance of
records leading to the filing of claims with regard to various projects
which are undertaken by the local boards. . '
(g) The Deputy-Treasurer shall be responsible to assist in the analysis
of dep~rtmental operating procedures and establishing further procedures
to asiist in the efficient operation of the municipal financia1
administration.

(h) The Deputy-Treasurer shall provide supervision, technical assistance
to the clerical staff within the Treasury Department and in other
departments with regards to Accounts Payable, Accounts Receivable,
Payroll and general accounting matters.

(i) The Deputy-Treasurer shall be responsible for supervising the
signing and issuance of all cheques.
(j) The Deputy-Treasurer shall be responsible for other duties
as may be assigned by the Treasurer to provide for the
efficient operation of the overall financial administration
of the municipality.
(k) The position shall be compensated according to the Town's
policy in respect of non-affiliated staff.
3. Qualifications for the position of Deputy-Treasurer are as follows:
(a) Eligibility for membership in a recongnized professional accounting
association (C.A., R. LA., C.G.A.).
(b) A minimum of two years experience in municipal financial administration.
(c) Proven written and oral communication skills, including ability to
communicate effectively with other staff and the public.
4. That By-Law 81-55 be repealed.
