THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW NO. 81- 117 Being a by-law to appoint a Deputy- Director of Planning. THE MUNICIPAL COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY ENACTS AS FOLLOWS: 1. That Terrance T. Edwards is hereby appointed Deputy-Director of Planning of the Town of Newcastle during the pleasure of Council. 2. That Terrance T. Edwards shall be paid for his services such sum annually, in accordance with the terms and conditions as set out in Schedule "A" attached hereto. SCHEDULE "A" TERMS AND CONDITIONS OF APPPOINTMENT OF TERRANCE T. EDWARDS The following shall be the terms and conditions of the employment of T.T. Edwards as Deputy-Director of Planning, Town of Newcastle, namely: 1. Effective September 9th, 1981, T. T. Edwards shall commence his employment with the Corporation of the Town of Newcastle as Deputy-Director of Planning. 2. The duties and responsibilities of the Deputy-Director of Planning are those established by By~Law No. 81-116 , as may be amended from time to time. 3. T. T. Edwards shall be remunerated in accordance with the Townls policy in respect of the compensation for non-affiliated staff and more specifically, shall be paid from August 1st, 1981 at salary Grade 13 (year one level) in recognition of his past services to the Town. 4. T. T. Edwards shall be entitled to all other employee benefits enjoyed by all other non-affiliated staff as may be determined from time to time. " 0-~[ L V c1:v:~ David Oakes, Clerk . . . , . , POS'ITION TITLE: DEPARTMENT: TOWN OF NEWCASTLE POSITION DESCRIPTION DEPUTY CLERK CLERK'S DEPARTMENT POSITION SUMMARY: The Secretariat for the Council of the Town of Newcastle and its Committees; and to assist the Town of Clerk generally ~n the management of the Department. RESPONSIBLE TO: RESPONSIBLE FOR: The Town Clerk 1. The provision and supervision of a secretariat to carry out: a) The preparation of all materials required for meetings of the Town Council and the Committees of Council, including the preparation of agendas, assembly of all relevant correspondence and supporting data; b) The recording and transcription of the proceedings of the Town Council and its Committees; c) Correspondence on behalf vf the Town Council and its Committees, and the transmittal of their instructions and directions; d) The maintenance of an indexing system and recording the deliberations and decisions of Tbwn Council and its Committees. 2. Processing all applications for Tile Drainage loans: a) Receiving applications; b) Obtaining necessary inspection approvals; c) Preparation of rating by-laws and reports attendant thereto. 3. Processing all applications for Ontario Home Renewal Program (OHRP) Loans; a) Receiving applications; b) Obtaining necessary inspection approvals; c) Preparation of all related documentation and consultation with the Deputy-Treasurer as may be (e . ~ , . . ros~t10n of Deputy Clerk ACCOUNTABLE FOR: QUALIFICATIONS: -Page 2- required. d) Preparation and registration of lien documents. 4. Acting as Deputy Issuer of Marriage Licences and Commissioner of Oaths. 5. Assisting the Clerk in carrying out the duties of the Clerk as assigned by the Provincial Statuts or Council. 6. Assisting the Clerk with matters related to The Elections Act and the holding of municipal elections. 7. Assisting the Clerk in supervising the activities of the Department and carrying out his responsibilities. 8. Making recommendations on the organization, methods and staff of the Clerkls Department. 9. In the absence of the Clerk, perform the statutory duties of the Clerk. One full-time subordinate completely and a staff of seven in part and ten part-time persons. The incumbent must be skilled in the use of language, and in synopsizing, to the level of a university graduate majoring in English and Business. Knowledgeable in the organization and functions of local government and its branches, with a comprehensive general knowledge of the provincial statutes as they relate to the functions of municipal government, gained through a combination exposure in local government and the A.M.C.T. program. The incumbent must be of good appearance, articulate, and able to deal effectively with members of the public and staff. The incumbent must also be able to organize and supervise administrative activities in the Clerk's Department.
