THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW NO. 81-104 Being a by-law of the Corporation of the Town of Newcastle to establish the position and to define and determine the duties and the responsibilities of the "Secretary to the Chief Administrative Officer". WHEREAS it is deemed desirable to establish the position of Secretary to the Chief Administrative Officer and to define, and determine the duties and responsibilities thereof; NOW THEREFORE the Council of the Corporation of the Town of Newcastle ENACTS AS FOLLOWS: 1. That there is hereby established the position of "Secretary to the Chief Administrative Officer". . 2. The position shall have the duties and responsibilities described within Schedule A to this by-law, attached hereto. 3. The position shall be paid in accordance with Town policy in respect of the compensation of non-affiliated staff or at such rate as may be determined by Council by ResQlution or By-law. SCHEDULE "A" POSITION TITLE: Confidential Secretary to the Chief Administrative Officer SUMMARY OF DUTIES: Directly responsible to the Chief Adminis tra ti ve Of fi cer for conf iden tial and general secretarial duties including personnel matters and office administration WORK PERFORMED: 1. Administration of Town personnel records on behalf of the Chief Administrative Officer; including review and upkeep of employee records; preparation under direction of the Chief Administrative Officer of job evaluation and job performance procedures, liaison with Treasury staff on related personnel matters. 2. Research and preparation of reports, including confidential reports, and drafting correspondence under the direction of the Chief Administrative Officer. 3. M~intenance of office filing systems, including organization and filing of documents and correspondence. 4. Receptionist duties including provision of general information and assistance to the public. 5. Scheduling of meetings on behalf of the Chief Administrative Officer. 6. General secretarial duties for other Departments as may be required. 7. Other duties as may be assigned by the Chief Administrative Officer. . . . . . .. " SCHEDULE "A" QUALIFICATIONS 1. Minimum Grade 13 education and post matriculation secretarial training. 2. Five years of office experience with at least two years in a confidential secretarial capacity. 3. Knowledge of personnel record keeping systems and job evaluation procedures. 4. Knowledge of office procedures, proficiency in shorthand, dictaphone and knowledge of other business machines and procedures. 5 . Ability to communicate effectively with other staff and the public. 6. Valid Motor Vehicle Operatorls Licence. August 7th, 1981.
