THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW NO. 81-103
Being a By-Law of the Corporation
of the Town of Newcastle to adopt
a policy in respect of salaries
for non-affiliated Municipal Staff.
WHEREAS the Council of the Town of Newcastle
deems it desirable to establish a policy in respect of
salaries for non-affiliated municipal staff,
NOW THEREFORE the Corporation of the Town
of Newcastle by its Council, ENACTS AS FOLLOWS:
1. The attached policy statement including the text and
schedules, is hereby adopted as the Townls policy
in respect of salaries for non-affiliated municipal
staff.
READ a first and second time this 21st day of August, 1981.

Town of Newcastle Policy in respect
of Salaries for Non-Affiliated Municipal Staff
1. The Town of Newcastle shall compensate non-affiliated
municipal staff in accordance with the provisions of
this policy as may be amended from time to time;
2. The Town of Newcastle recognizes that all existing
non-affiliated positions have been evaluated and
ranked as shown on the attached Schedule 1. The
Town shall evaluate all non-affiliated municipal
positions according to the following "job factors":

- Education
- Work Experience
- Independence of action
- Results of errors
- Contacts
- Supervision--character

- Physical demands
- Working conditions
and shall assign each position to a level with:0
Schedule 1.
Following on (2) above, each position within Schedule
1 shall be compensated according to the Schedule of
salaries within the attached Schedule 2. Schedule 2
shall be annually reviewed by Council and annual
salaries adjusted as may be appropriate.
Following on (2) and (3) above, all new non-affiliated
positions that may be created shall be subject to this
policy.
The Town Administrator shall administer the rating
procedure and shall be responsible for making recom-
mendations on the salary compensation for non-affiliated
staff in accordance with the duties and responsibilities
of that position.
