integral part of the planning process and is required by law

the legal agreement
b) purpose of the project - to clean up and provide appropriate
long term management of historic waste in Clarington
associated with the Port Granby Waste Facility
Who will be conducting the Environmental Assessment?
Government of Canada responsible authorities - Natural Resources,
Canadian Nuclear Safety Commission and Department of Fisheries
and Oceans.
What is the process?
Sharon Bailey-Mallow, Environmental Officer, noted the following points:
The Environmental Assessment is to be carried out in the form of a
screening to be carried out in four stages:
Scoping Stage
Preparation of Environmental studies
Review stage
Decisions.

Final Scope expected in May, 2001

Matter - Scheduled to be heard at a "closed" meeting at 2:00 p.m.
DELEGATIONS
(a) John McDermott, McDermott & Associates Limited, 1550 Kingston
Road, Box 1408, Pickering, L 1V 6W9 advised that he has worked
diligently to address all of the citizens' concerns and requested that the
recommendations contained in Report PSD-01 0-02 be approved.
(b) Ferdinando Longo, President, Courtice Area Ratepayers
Association, 1515 Barrington Place, Courtice, L1E 2K9 circulated a
new pamphlet prepared by the Courtice Area Ratepayers Association
and described the various undertakings of the organization since its
creation on August 21,2001. The organization monitors and proposes
options regarding various issues and events affecting the economic,
social and environmental quality of iife of the Courtice area. Regular
meetings are held along with public forums to seek the input from the
local residents. Website www.courticerateDavers.com posts important
Courtice area information and the local community spirit and identity is
promoted.

Ferdinando Longo, Courtice Area Ratepayers Association, 1515
Barrington Place, Courtice, L 1 E 2K9 - advised that the Courtice Area
Ratepayers Association meets on the fourth Wednesday of every month
and requested that some space in the Courtice Community Compiex be
made available to the group for their meeting. He requested that the
committee approve the association's request for a grant.

No. 25 to the Clarington Official Plan, as indicated in Attachment No.4 to
Report PSD-01 0-02, and that the necessary By-law be passed;
THAT Rezoning Application ZBA 2000-026 submitted by McDermott &
Associates Limited on behalf of Canadian Waste Services Inc. to permit
the proposed deveiopment be approved, as indicated in Attachment
NO.5 to Report PSD-01 0-02, and that the necessary By-law be passed;
THAT the revisions to the applications be deemed minor and as such a
new public meeting pursuant to the requirements of the Ontario Planning
Act is not deemed necessary;

WHEREAS the Port Hope Area Initiative provides for a process for the
long-term storage of low level radioactive waste generated from the
uranium processing plant in Port Hope;
WHEREAS the Environmental Assessment process for the Port Granby
project is scheduled to commence with the release of the draft scoping
document on February 25'h;
WHEREAS the Federal Government has had three months for its
internal review of the document from the date of initiation of the
Environmental Assessment on November 21, 2001;
WHEREAS the Scoping Document is critical to address the concerns of
the residents of Clarington since it will provide the terms of reference
and the "focus" on the relevant issues to be addressed in the balance of
the Environmental Assessment process;
WHEREAS to date, the Federal Government has not provided a firm
commitment to fund the necessary consulting assistance that is
required by the Municipality of Clarington to participate as a "partner" in
the Port Hope Area Initiative and the Port Granby Environmental
Assessment and consequently the Municipality has not yet retained
consultants;
WHEREAS with the biweekly meeting schedule of Council and the
March break, it is extremely difficult for the Municipality to respond by
the March 26th deadline;
NOW THEREFORE BE IT RESOLVED that the Federal Government be
requested to extend the comment period on the scoping document for
the Port Granby site from 30 days to 60 days for the Municipality of
Clarington, FORTHWITH.
