DISCLOSURES OF PECUNIARY INTEREST There were no Disclosures of Pecuniary Interest stated at this meeting. Mayor Mutton presented the Director of Community Services with a certificate from the Chairman of the Region of Durham extending congratulations on the Official Opening of the new Courtice Fitness Centre. MINUTES Resolution #GPA-010-02 Moved by Councillor Schell, seconded by Councilior MacArthur THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on January 7,2002 be approved. "CARRIED" 301 . . . G.P. & A. Minutes DELEGATIONS PUBLIC MEETINGS -2 - January 21,2002 (a) Bill Paterson, 1909 Bloor Street E. Bowmanville, L1C 3K3 expressed disappointment with some of the recommendations contained in Report EGD-06-o2 and noted the following concerns: . Bloor Street is congested with traffic during the morning and evening rush hours and also when traffic enters and exits the flea market during the weekend . There are slow moving vehicies accessing and exiting the industrial farmers machinery operation and this has not been noted in the report . The time of the traffic sampling has not been included in the report. He requested that the speed limit be reduced from 80 kilometres/hr. to 60 kilometres/hr. and that signs be posted to that effect as well as signs cautioning drivers at the location of the "dip" in the road. He described various accidents and "near misses" which have occurred on Bloor Street over the past years. (b) Kevin Ashe, Vice President, Marketing and Sales, Mosey & Mosey, First Pickering Place, 1550 Kingston Road, Suite 211, Pickering, L 1V 1 C3 advised that the Municipality of Clarington is a valued client and requested that this item be revisited by staff because with this option, the Municipality would receive more service hours at a lower cost. He advised that he would be happy to meet with staff. Councillor Schell chaired this portion of the meeting. Pursuant to the Planning Act, the Council of the Municipality of Clarington, through its General Purpose and Administration Committee, is holding a Public Meeting for the following applications: (a) Clarington Official Plan Amendment Applicant: GM Sernas and Associates on behalf of Anglo York Industries (b) Proposed Rezoning and Amendment to Draft Approval Applicant: 749328 Ontario Limited The Clerk's Department sent public notice for the rezoning, official plan amendment, and subdivision applications by first class mail on or before December 21, 2001 to all property owners within 120 metres of the subject properties in accordance with the latest municipal assessment record. Public notices were also posted on the properties in question. The notice procedure followed was in compliance with the Ontario Regulations made under the Planning Act. (a) Report PSD-003-02 - GM Sernas and Associates on behalf of Anglo York Industries - the purpose and effect: 302 G.P. & A. Minutes - 3 - January 21, 2002 PUBLIC MEETINGS CONT'D. . . To remove the Community Park designation from the lands; . To include the lands within the Northglen Neighbourhood of the Bowmanvilie Urban Area; . To increase the population target of the Northglen Neighbourhood from 3750 to 4200 people; and . To amend Table 9-2 from 975 to 1075 low density units and from 150 to 195 medium density units for the Northglen Neighbourhood, and to change all corresponding totals. Libby Racansky, 3200 Hancock Road, Courtice, L 1 E 2M1 expressed opposition to this proposal and agreed with staff's comments in POaragraph 8.3 stating that the Clarington Community Services Department objects to the removal of the park designation noting that a community park is required in order to service the north Bowmanville urban area. Frank Harris, R.R. #5, Bowmanville, L 1 C 3K6 requested clarification on the background of the designation of this site to parkland. . Kevin Nicol, 109 Elford Drive, Bowmanville, L 1 C 451 circulated a petition containing approximately 70 names of local residents who reject the zoning change application from community parkland to residential housing. It was noted that: ''with the new grow1h of the community to the west, south and east of the third concession, it would serve well to help control the over crowding of subdivision in the area, offering residents green space and breathing room in a growing community..." Mavis Carlton, 119 Cove Road, Bowmanville, L1C 3K3 expressed opposition to this proposal because this is an ideal place for a community park. Nancy Barnes, 11 Rebecca Court, Bowmanville, L 1 C 4N7 referred to her written correspondence pertaining to this development and further added that there is a lot of environmentally protected land on this site which should not be ignored. No one spoke in favour of this application. Bryce Jordan, GM Sernas & Associates, Unit 41,110 Scotia Court, Whitby, L 1 N 8Y7 introduced Mr. Herb Lewis who is a partner with Anglo York Industries and advised that this property has available services. He stated that the landowner has a right to develop his land if the municipality is not in a position to purchase it at this time. (b) Report PSD-004-02 - 749328 Ontario Limited - the purpose and effect: . To rezone the subject lands to permit a proposed amendment to the Plan of Subdivision Draft Approved in August, 1995; The proposed amendment to the Draft Approved Plan will increase the number of units by 34, from 123 to 157 and increase the residential lot area from 3.1 ha to 4.5 ha.; . . 303 G.P. & A. The change in units will consist of 8 additional single detached dwellings; 18 additional semi-detached/link units; and 8 additional townhouse units; The proposed revisions wili have no impact on the 24.4 ha. Open Space Block to be dedicated to the Municipality or the 1.2 ha. Park block; and The proposed revision wili also change the south yard setback of the Goodyear property from a minimum required 7.5 m to 95 m. This change has the effect of permitting residential development to occur on the north side of the Albert Street extension within the plan of subdivision. . . Libby Racansky, 3200 Hancock Road, Courtice, L 1 E 2M1 expressed a concern regarding the closeness of this development to the Bowmanvilie Creek. Howard Edmondson, 76 Hunt Street, Bowmanville, L 1 C 2X1 appeared on behalf of the local residents and made the following points: . The Albert Street access/egress should be eliminated from the plan because Durham Street would better serve the residents. The development should stay more in tune with the original proposal approved in 1995. Some of the lots should be wider to complement the surrounding neighbourhood. . . . Frank Lockhart, 7 Barley Mill Cres. Bowmanville, L 1 C 4E5 expressed support for this application. He noted that the Valley Lands project will be able to proceed and the Committee will receive their $75,000 Trillium Grant as soon as the applicant is allowed to proceed and the Valley's 2000 Project is allowed to commence. It is his hope that their project will be allowed to proceed this summer or this fall. He noted that the project is very important to the Committee. Rosemarie Humphries, Weston Consulting Group Inc. 3300 Highway 7, Suite 320, Vaughan, L4K 4M3 advised that the applicant is wiliing to accommodate the concerns of the residents, including: . Bank stabilization . Since the approval of the development in 1995, the applicant has been able to purchase CN lands which has allowed him to provide a secondary access to the site. She asked whether the applicant could have the option of having an emergency access only to Albert Street; and . The applicant is wiliing to reconsider increasing the 40' lots to 50'. Fluorescent Yellow/Green School Signs Community Safety Zones THAT staff periodically monitor the area for increases in vehicle speeds, volumes or collisions; THAT Durham Regional Police be requested to consider providing periodic police enforcement as they feel necessary; THAT the appropriate by-law be forwarded to Council for approval; and THAT Bill Paterson be advised of Council's decision. "CARRIED" Resolution #GPA-020-02 Moved by Councillor Schell, seconded by Councillor Trim THAT Report EGD-07-02 be received; THAT for improved safety, the black on fluorescent yellow/green colours be adopted as the standard for school area, school crossing and school crossing ahead signs in Clarington to be consistent with the Transportation Association of Canada, Manual of Uniform Traffic Control Devices, the Region of Durham and a growing number of Ontario Municipalities; THAT funding for the conversion from the white on blue coloured signs to the new, black on fluorescent yellow green, signs be considered in the Operations Department 2002 budget; THAT a copy of Report EGD-07 -02 be forwarded to the Region of Durham for their consideration of changing all applicable school signs on Regional Roads within Clarington during 2002; and THAT a copy of Report EGD-07-02 also be forwarded to the Kawartha Pine Ridge District School Board and the Peterborough Victoria Northumberland Clarington Separate School Board. THAT the Municipality of Clarington adopt the warrant criteria developed by the Region of Durham as a guide for future Community Safety Zone installations; THAT the Ontario Traffic Conference and the Province of Ontario be requested to review the design of the existing Community Safety Zone Signs and the judicial application of the legislated fine structure; THAT the Region of Durham continue to monitor the improvements made to Durham Highway 2 between Townline Road North and Varcoe Road and review the effectiveness of the existing Community Safety Zone, its contribution to public safety and enforcement practices; and THAT a copy of Report EGD-08-02 be forwarded to Durham Regional Police Services, the Region of Durham, the Ontario Traffic Conference and the Province of Ontario.
