DISCLOSURES OF PECUNIARY INTEREST Councillor Hooper indicated that he would be stating a pecuniary interest with respect to Report PSD-121-07. MINUTES Resolution #GPA-591-07 Moved by Councillor Robinson, seconded by Councillor Hooper THAT the General Purpose and Administration Committee minutes of the regular meeting held on October 1,2007, be approved. CARRIED General Purpose and Administration Committee Minutes October 22, 2007 PRESENTATIONS There were no presentations. DELEGATIONS Resolution #GPA-592-07 Moved by Councillor Hooper, seconded by Councillor Novak THAT the Agenda be altered to add Barry Bracken to the list of delegations to speak regarding Energy from Waste. CARRIED Resolution #GPA-593-07 Moved by Councillor Woo, seconded by Councillor Trim THAT the rules of procedure be suspended to add Libby Racansky to the list of delegations to speak regarding Report EGD-054-07. CARRIED Glenn Genge, DG Biddle Associates addressed the Committee regarding Report PSD-117 -07. Mr. Genge was present on behalf of the applicant Prestonvale Land Corporation and he advised the Committee that the applicant read the report and was in agreement with the staff recommendations. Mr. Genge was available to answer questions from the Committee. Barry Bracken addressed the Committee regarding Energy from Waste. Mr. Bracken would still like to see the Municipality of Clarington declare itself as an unwilling host. Mr. Bracken spoke regarding the outcome from the last public meeting that was held regarding the incinerator and how the public still has concerns regarding the location of the incinerator. He informed the Committee of the table which was outside of the CIBC during the past Apple Festival and the various residents that signed the petition opposing the incinerator facility. Mr. Bracken stated he felt the Consultant's report in regards to the preferred site was weak. He remains concerned with the handling/disposal with the bottom ash. Libby Racansky addressed the Committee regarding Report EGD-054-07. Ms. Racansky asked the Committee to ensure that new area residents are informed as to the planning changes which are scheduled to take place. She asked the Committee to ensure that planned communities be pleasant and should make the residents feel secure. She stated concerns over the storm water pond and the possibility of invasive plants and species becoming prominent with the proposed changes. - 2- General Purpose and Administration Committee Minutes October 22, 2007 PUBLIC MEETING There were no Public Meetings held. Councillor Novak chaired this portion of the meeting. PLANNING SERVICES DEPARTMENT APPLICATION FOR PROPOSED PLAN OF SUBDIVISION AND ZONING BY.LAW AMENDMENT APPLICANT: PRESTONVALE LAND CORPORATION AND PAUL LYSYK FAMILY TRUST Resolution #GPA-594-07 Moved by Councillor Robinson, seconded by Councillor Trim THAT Report PSD-117-07 be received; THAT the application for proposed draft Plan of Subdivision S-C-2007-0003 submitted by Prestonvale Land Corporation and Paul Lysyk Family Trust be approved, subject to the conditions as contained in Attachment 3 to Report PSD-117-07; THAT the Zoning By-law Amendment application submitted by Prestonvale Land Corporation and Paul Lysyk Family Trust be approved, as contained in Attachment 4 to Report PSD-117-07; THAT the By-law authorizing the entering into a Subdivision Agreement between the Owner(s) of Draft Plan of Subdivision S-C-2007-0003 and the Municipality of Clarington be approved as contained in Attachment 5 to Report PSD-117 -07 and forwarded to Council for approval; THAT the Region of Durham Planning Department and Municipal Property Assessment Corporation be forwarded a copy of this Report PSD-117-07 and Council's decision; and THAT all interested parties listed in this Report PSD-117-07 and any delegation be advised of Council's decision. General Purpose and Administration Committee Minutes October 22, 2007 MONITORING OF THE DECISIONS OF THE COMMITTEE OF ADJUSTMENT FOR THE MEETING OF OCTOBER 4, 2007 Resolution #GPA-595-07 Moved by Councillor Foster, seconded by Councillor Hooper THAT Report PSD-118-07 be received; and THAT Council concurs with the decisions of the Committee of Adjustment made on October 4, 2007 for applications A2007 -0048 through A2007 -0052 inclusive and that Staff be authorized to appear before the Ontario Municipal Board to defend the decisions of the Committee of Adjustment. CARRIED OMB DECISION ON MINUTES OF SETTLEMENT FOR REZONING AND DRAFT PLAN OF SUBDIVISION APPLICATIONS TO PERMIT MEDIUM DENSITY RESIDENTIAL USES APPLICANT: FIRST-TECH MECHANICAL SYSTEMS INC., MARIA WULCZYN, AND PERCY NAPPER Resolution #GPA-597-07 Moved by Councillor Robinson, seconded by Councillor Woo THAT Report PSD-120-07 be received for information. CARRIED -4- General Purpose and Administration Committee Minutes October 22, 2007 WATERFRONT TRAIL WILMOT CREEK LIFE STYLE COMMUNITY Councillor Hooper stated a pecuniary interest with respect to Report PSD-121-07, as his parents are residents of Wilmot Creek. Councillor Hooper refrained from discussions and voting on this matter. CARRIED Councillor Foster chaired this portion of the meeting ENGINEERING SERVICES DEPARTMENT CONFIDENTIAL LEGAL MATTER Resolution #GPA-599-07 Moved by Councillor Robinson, seconded by Councillor Woo THAT the recommendations contained in Confidential Report EGD-053-07 be approved. CARRIED COURTICE HEIGHTS NORTH SUBDIVISION, COURTICE, PLAN 40M-1994, 'CERTIFICATE OF ACCEPTANCE' AND 'ASSUMPTION BY-LAW', FINAL WORKS INCLUDING ROADS AND OTHER RELATED WORKS Resolution #GPA-600-07 Moved by Councillor Novak, seconded by Councillor Trim THAT Report EGD-054-07 be received; THAT the Director of Engineering Services be authorized to issue a 'Certificate of Acceptance' for the Final Works, which include final stage roads and other related Works, constructed within Plan 40M-1994; and THAT Council approve the by-law attached to Report EGD-054-07, assuming certain streets within Plan 40M-1994 as public highways. CLERK'S DEPARTMENT ANIMAL SERVICES ADOPTION FEES Resolution #GPA-606-07 Moved by Councillor Trim, seconded by Councillor Woo THAT Report CLD-033-07 be received; THAT the Municipal Clerk and Deputy Clerk be authorized to reduce and/or waive adoption fees set out in Schedule A of By-law 2006-227; and THAT By-law 2006-227 be amended to reflect this authority. General Purpose and Administration Committee Minutes October 22, 2007 FINANCE DEPARTMENT PRE.AUTHORIZED PAYMENT PLAN (PAP) FOR TAXES Resolution #GPA-607-07 Moved by Councillor Robinson, seconded by Councillor Novak THAT Report FND-019-07 be received; and THAT the by-law attached to Report FND-019-07 to repeal and replace By-Law 96-50 be recommended to Council for enactment. UNFINISHED BUSINESS Resolution # GPA-609-07 Moved by Councillor Robinson, seconded by Councillor Foster THAT the delegation of Barry Bracken be referred to the Director of Planning Services. CARRIED - 8 - General Purpose and Administration Committee Minutes October 22, 2007 OTHER BUSINESS Resolution # GPA-61 0-07 Moved by Councillor Hooper, seconded by Councillor Novak THAT the minutes of the September 26, 2007 regular General Purpose and Administration Committee be amended to reflect that Messrs. Jowitt and Brown are not opposed to the proposed development provided their matters of concern are resolved by the applicant. CARRIED Councillor Hooper informed the Committee there is a meeting scheduled for Thursday October 25, 2007 in Room 1 C (MAC) at 7:00 p.m. regarding the 150th Bowmanville Anniversary. This meeting is open to the public and volunteers are welcome.
