BY-LAW 88 - 52
BEING A BY-LAW OF THE CORPORATION OF THE TOWN OF NFMCASTLE TO REDEFINE THE DUTIES
AND RESPONSIBILITIES OF THE POSITION OF THE DIRECTOR OF PLANNING AND DEVELOPMENT.
THE COUNCIL OF THE CORPORATION OF THE TOWN OF NFMCASTLE HEREBY ENACTS AS FOLLOWS:
1. THAT the duties and responsibilities of the position of Director
of planning and Development be in accordance with Schedule "A"
attached hereto.
2. THAT By-LaW 82 - 9 be repealed.

JOB DESCRIPTION: Director of Planning and Development

DIVISION:
SUMMARY OF DUTIES:
Responsible to Council through the Chief Administrative Officer for the
administration of the planning and Development Department.
RESPONSIBILITY:
Reporting to the Chief Administrative Officer, the Director of Planning and
Development shall be responsible for:
1. The management and supervision of all activities related to the Planning and
Development Department.
2. The preparation and implementation of the department's current an9 capital
budgets and work program and the formulation of forecasts for planning purposes.
3. The preparation and presentation to Council of reports and recommendations in
respect of all strategic and development activity matters, including the
formulation of Official Plan and other necessary policies, site planning
considerations, the preparation of various agreements, the processing of various
development applications, and the administration of regulations related to the
Ontario Buildiing Code.
4. The preparation and presentation of reports and recommendations to the Regional
Land Division Committee and the Newcastle Committee of Adjustment on the
appropriateness of applications under consideration.

5. The formulation and submission of recommendations related to staffing
and operational requirements of the department.
6. Liaison with various agencies to ensure that the Municipality's needs
from a planning and development viewpoint are recognized and satisfied.
7. The review of planning matters and the preparation of reports related
to financial, transportation, environmental or other matters with
respect to particular development purposes or policy alternatives.
8. Attendance and participation at meetings of Committee and Council
and representation before various Boards and administrative tribunals.
9. The hiring, motivation and discipline of all Planning and Development
staff which includes defining suitable staff training programs and
conducting annual employee performance evaluations.
10. participating as a member of the Municipal Senior Staff Management
team to implement the overall goals of the Municipality.
11. Other duties as may be assigned by the Chief Administrative Officer or Council.

Director of Planning and Development
QUALIFICATIONS.
1. Graduate from a recognized university or post-secondary college
in planning or related fields or an equivalent combination of
education and experience.
2. A considerable number of years experience in the Municipal planning
and development environment, several of which should be in a
senior administrative capacity.
3. Have demonstrated administrative confidence, leadership qualities,
sound judgment and proven ability to communicate orally and in
written form in a comprehensive and precise manner.
4. Eligible for membership in the Canadian Institute of Planners.
5. Some knowledge in the use of computers would be an asset.
6. Proven ability to work effectively as part of a multi-disciplinary
organization.
