CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 88 - 47
BEING A BY-LAW OF THE CORPORATION OF THE TOWN OF NEWCASTLE TO REDEFINE THE DUTIES
AND RESPONSIBILITIES OF THE POSITION OF THE DIRECTOR OF COMMUNITY SERVICES.
THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY ENACTS
AS FOLLOWS:
1. THAT the duties and responsibilities of the position of Director
of Conununity Services be in accordance with Schedule "A" attached hereto;
2. THAT the position of Director of Conununity Services be remunerated at Level 16
in accordance with the Salary Administration Program of the Town of Newcastle
as may be amended from time to time.

SUMMARY OF DUTIES:
Responsible to COuncil through the Chief Administrative Officer, for
the overall administration of the COmmunity Services Department and
further to promote the Municipality tnrough the implementation of
promotional programs in 'conjunction with all senior staff.
RESPONSIBILITY;
Reporting to. the Chief' Administrative Officer, the Director of
COlm\unity Services shall be responsible for:
1. The management and supervision of all activities related to the
community Services Department including:
_ Facility Development / Maintenance
_ parks Development / Maintenance
- Cemetery Maintenance
- Building Maintenance
_ program Development / Delivery
- COncession Operations
2. The formulation of strategic plans and design concepts related to
parks, facility and program development.
3. The preparation, presentation and implementation of the
department's budgets, work program and the formulation of forecasts
for planning purpos~s.
4. The development and implementation of promotional programs related
to the Town's overall efforts in this regard.
5. The co-ordination and implementation of the department's Municipal
leisure delivery system and marketing program.

RESPONSIBiliTY I
6. The formation and submission of recommendations related to staffing
and operational requirements of the department.
7. Liaison with local school boards, community organizations and
various levels of government to ensure that the Municipality's
recreational requirements and leisure needs are reCOgnized and
satisfied.
8. The preparation and submission of various reports on the overall
operations of the department.
9. Attendance and participation at meetings of Committee and Council.
10. The hiring, motivation and discipline of all Community Services
staff which includes defining suitable staff training programs and
conducting annual ~loyee evaluations.
11. participating as a member of the Municipal Senior staff Management
Team to implement ~he overall- goals of the municipality.
12. Other duties as may be assigned by the Chief Administrative
Officer or COuncil.

Director of Comnunity Services
QUALIFICA nONS.
1. Graduate from a recognized university in recreation or related
field of study or an equivalent combination of education and
experience.
2. Hold a current Recreation practitioners certificate in Municipal
Recreation.
3. A considerable number of years experience in the Municipal
recreation field, several of which should be in a senior
administrative capacity.
4. Have demonstrated management abilities in the operations of
leisure programs, municipal buildings, parks and cemeteries.
5. Have demonstrated administrative confidence, leadership qualities,
sound judgement and. the ability to communicate orally and
in written form in a comprehensive and precise manner.
6. Eligible for membership of various related provincial or
national leisure organization.
7. some knowledge in the use of computers would be an asset.
SALARY GRADE: LEVEL 16
