Plan 10R-2308.
WHEREAS the Chtario ileritage Act, 1974 authorizes the Council of a
rnunicipali ty to e,:1.:ict by-laws to designate real property incl tiling all the
buildings and struc~.:ures thereon to be of architectural arrl historical
interest; and
WHEREAS the Council of the Corporation of the 'Ibwn of Newcastle has caused
to be served upon the owner of the lands and premises known as liThe Belm:>ntll
located in Part of lot 32, Conoossion 2, fo:rrrer 'lbwnship of Clarke, now in
the '.ro-.vn of Newcast:le and lJtX)n the Gntario Heritage Foundation, Notioo of
Intention to be p;lblished in the Cana.dian Statesnan, a newspaper having a
general circulation tn the area of the desingation, 01100 each week for thn~
o:msecutive weeks E2m;~ly September 28, October 5 and October 12, 1988; and
WHEREAS "The Belrront," in Part of IDt 32, Conoossion 2, former 'lbwnship of Clarke
has a very significant architectural value of interest to the 'Ibwn of Newc:ac:;i:le
and its people in that the cellar with its several large roans separated by
brick arches was built by Major S. s. Wilrrot circa 1814 and oontains the spring
where his son, Si:unuel Wilrrot, the Father of Canadian Fish Culture began hi.s
experirrents in the 1860s. It was under his guidance that the first fish
hatchery in Canada was built on the pro~rty, the sfX)t now marked by an
historical plaque erected in 1967. Following a fire in 1898, the house was
reronstructed on t..'1.e foundation. It is essentially the sane as the original
and is representa.ti w..' of the larger brick homes built at the tine. In
particular, the cellar spring which still supplies the house with water, the
slate roof, t\'.O pillared verandahs with railed baloonies above, the main
s.taircase of cherry, the fireplaces and mantels, and ITOst of the original
v.oodtrim are being specifically designated as being of Architectural val\.l(:',; and
MIEREAS the IDeal Architectural Cbnsenration Advisory Comnittee of the Town of
Newcastle has reo:::.nm:>nded that the property "'lhe Belrront", Part of IDt 32,
Concession 2, fOl:rrer Township of Clarke be designated under the tenus of the
Ontario Heritage lk.~; arrl
WHEREAS no notice of objection to tl'Le profX)sed designation has been ,served
upon the Clerk of th-e Municipality; and

1. There is desi~~nat.ed as being cf Architectural and Historical value of
interest, the real property kneJiln municipally as "The Belnont", Part C-C
IDt 32, C'.oncess:ion 2, former 'It)\O;'l'lship of Clarke, rDW in the Town of
Newcastle in the i.egional Municipality of Durham.
2. 'Ihe Municipal Sclicitor is here..~y authorized to cause a ropy of this
by-law to be registered against, the property described in the
preceeding para.graph, in the p:ro~r land registry office.

3. The 'Ibwn Clerk is hereby authorized to cause a copy of this
by-law to be served upon the owners of the aforesaid property
and on the Ontario Heritage Foundation, and to cause notice of
the passing of this by-law to be published in the canadian
Statesrran, a newspaper having general circulation in the area
of the designation, once each week for three consecutive v..eeks.
