" -' THE CORPORATION OF THE TOWN OF NEWCASTLE BY -LAW'88- 169 being a by-law to designate the property known municipally a~~!h2aEber Millson House" located in Part of Lotle/, ~oncession 7, former Township of Darlington, now in the Town of Newcastle, Regional Municipality of Durham as a property of architectural and historical value aoff i-llte!;est "b d Wh1Cu pro~erty 18 more part~uIa~Yue8cr1 e WHEREAS the Ont~rri81iY.ctfag~ ~~t,a9~7~; authorizes the Counci I of a municipality to enact by-laws to designate real property including all the buildings and structures thereon to be of architectural and historical interest; and WHEREAS the Council of the Corporation of the Town of Newcastle has caused to be served upon the owner Qf ttl-e I ands and premi ses known as liThe Eber Mi II son House", located in Part of t.t3t ~ Concession 7, former Township of Darlington, now in the Town of Newcastle and upon the Ontario Heritage Foundation, Notice of Intention to Design~te~:the aforesaid real~property and has caused such notice of intention to be published in the Canadian Statesman, a newspaper having a general circulation in the area of the designation, once each week for three consecutive weeks namely, September 28, October 5 and October 12, 1988; and WHEREAS \~Ihe Eber Millson Housell in Part of4...~t&21,6C~ncession 7, former Township of Darlington, has a very significant architectural value of interest to the Town of Newcastle and its people in that the property, built in 1884 is one of only a few in the Town built in the elaborate Queen Anne Revival design. In particular, the round-headed windows characteristic of the Queen Anne style, the polychromatic brock work (buff and black trim), the ornate ginerbread in the gables, the verandah on the south and porches on the east and west sides, the original chimneys which curve inward at the gables, the bay window with its decorative brackets and trim, the attached driving shed at the rear with its peaked gable and gingerbread trim, the original slate roof, the quality of design of the decorative plaster work of the dining room ceiling is exceptional and remains in good condition, the marble fireplace in the dining room, the plaster mouldings and arched entry to what might originally have been the rear parlor, the two distinctive transoms above the doors to the living and dining rooms (ruby glass with white fleur- de-lis motifs) and the amber glass transom above the door connecting the present living room and the kitchen, the wainscotting found in both the living room and the kitchen, the paster ceiling medallion in the living room, the ruby glass transom and sidelight at the front entrance and the oak staircase in the front hall are being specifically designated as being of architectural value; and WHEREAS the Local Architectural Conservation Advisory Committee of the Town of ~~cq,st~~ has recommended that the property liThe Eber Mi Ilson Housell, Part of t~~7, Concession 7, former Township of Darlington, be designated under the terms of the Ontario Heritage Act; and WHEREAS no notice of objection to the proposed designation has been served upon the Clerk of the municipality; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY ENACTS AS FOLLOWS: 1. There is designated as being of architectural and historical value of i nterest, 2tJl~y r~~l property known muni ci pa lly as liThe Eber Mi II son House", Part of Lot 27, Concession 7, former Township of Darlington in the Regional Municipality of Durham. 2. The Municipal Solicitor is hereby authorized to cause a copy of this by-law to be registered against the property described in the preceeding paragraph in the proper land registry office. ,',,4 . ~- By-l aw 88- J - 2 - The Town Clerk is hereby authorized to cause a copy of this by-law to be served upon the owners of the aforesaid property and on the Ontario Heritage Foundation, and to cause notice of the passing of this by-law to be published in the Canadian Statesman, a newspaper having general circulation in the arm10f the designation, once each week for three consecutive weeks.
