THE CORPORATION OF THE TOWN OF NEWCASTLE
BY -LAW 89- 9
being a by-law to further amend By-law 78-53,
as amended by By-law 81-143, being a by-law
to govern the proceedings of the Council of
the Corporation of the Town of Newcastle
WHEREAS_Section 105 of the Municipal Act, R.S.O. 1980, authorizes Municipal
Councils to pass by-laws for governing the Proceedings of Council, conduct of
its members and the calling of meetings;
AND WHEREAS Council desires to amend By-law 81-143, being a by-law passed
pursuant to Section 242 of the Municipal Act, R.S.O. 1970;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY
ENACTS AS FOllOWS:
1. THAT Section 15.1 of By-law 81-143 which reads:
1115.1 Every member previous to speaking to any question or
motion shall rise from his seat and address the Mayor.1I
be and is hereby repealed and the following substituted therefor:
1115.1 Every member previous to speaking to any question or
motion shall raise his hand and address the Mayor. II
2. THAT Section 15.2 of By-law 81-143 which reads:
1115.2 When two or more members rise to speak, the Mayor shall
designate the member who has the floor who shall be the
member who, in the opinion of the Mayor, first rose.1I
be and is hereby repealed and the following substituted therefor:
1115.2 When two or more members raise their hands to speak, the
Mayor shall designate the member who has the floor who shall
be the member who, in the opinion of the Mayor, first raised
his hand.1I
By-law read a first and second time this 16th day of January 1989
By-law read a third time and finally passed this 16th day of January 1989
