" CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 89-220 a By-law to describle the duties and responsibilities of the Fire Chief of the Corporation of the Town of Newcastle. -, Whereas Section 210 of the Municipal Act authorizes Municipalities to provide fire-fighting and fire protection services: Now-therefore be its resolved that the Council of the Corporation of the Town of Newcastle enacts as follows: 1. THAT the duties & responsibilities of the Fire Chief shall be as outlined in Schedule "A" attached hereto and forming part of this By-law. SCHEDULE IIA II TO BY -LAW 89-220 THE CORPORATION OF THE TOWN OF NEWCASTLE FIRE CHIEF SUMMARY OF RESPONSIBILITIES: The Fire Chief is responsible to Council through the Chief Administrative Officer, for the Fire Department generally as follows: 1. The administrative and technical work in planning, organizing and directing the fire fighting and fire prevention activities and other related duties; 2. Staff training; 3. Budgeting and all other administrative matters; 4. The development and improvement of the Department in light of changing conditions including technical regarding fire fighting, fire prevention and emergency planning. DUTIES: The duties of the Fire Chief are as follows: 1. Supervise the overall administration of the Fire Department including the work and discipline of staff; 2. Obtaining material and equipment in accordance with Budget approvals; 3. Preparation of departmental budget in consultation with the Chief Administrative Officer and Treasurer; 4. Maintenance of records when necessary; 5. Organize and direct all fire fighting activities at large and emergencies; 6. Where necessary direct the operation, maintenance and improvement of the fire alarm system; 7. Supervise and organize fire prevention, inspection and the like; 8. Direct the maintenance, repair and replacement of fire fighting equipment; 9. Direct the training of fire fighting personnel in methods of fire fighting and use of equipment. 10. Prepare rules and regulations for the efficient operation of the Department; 11. Provide a liaison function with the public and business representatives; 12. Participate in civic programs, emergency measure activities, fire prevention and safety campaigns; 13. Attend meetings and provide community outreach information regarding fire prevention and the like; 14. Perform other similar duties as assigned by the Chief Administrative Officer and/or Council. / ; 4, '" . " _-'-. " o. #."., A' . .-- . REQUIREMENTS: 1) A broad knowledge of modern fire fighting and fire prevention methods including the use of apparatus and equipment. 2) A thorough knowledge of ruies and regulations governing the activities of a Fire Department; 3) A thorough knowledge of all legislation and regulations relative to the activities of a Fire Department; 4) Considerable knowledge of building construction and related codes, Electric Power Codes and location of hazardous occupancies in the municipality; 5) Thorough knowledge of the operation and location of watermains as applied to the fire fighting activities; 6) Thorough knowledge of modern techniques and methods as applied to the administration of fire fighting and fire prevention activities; 7) Ability to plan, assign and direct the work of staff members in a Department; 8) Ability to maintain harmonious relationships with municipal officials and the general public; 9) Ability to initiate and develop public relation policies; 10) Ability to provide good leadership; 11) Ability to prepare reports and carry out long-range plans and programs; 12) Above average mechanical aptitude and skill in the operation and maintenance of fire fighting and rescue equipment; 14) Ability to read and understand building plans. DESIRABLE TRAINING AND EXPERIENCE Two years of satisfactory service as Deputy Fire Chief. Graduation from a high school or equivalent and completion of appropriate course work from the Ontario Fire College. In addition, satisfactory completion of the York University Fitness Assessment related to fire fighting is necessary.
