THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 86-4
Being a By-law of the Corporation of the Town of Newcastle
to define the duties, qualifications and remuneration of
the position of Deputy Treasurer

WHEREAS pursuant to the provisions of Section 79 of The Municipal Act.
S.O. 1980, the Council of a municipality may appoint a Deputy-Treasurer:
NOW THEREFORE the Corporation of the Town of Newcastle by its Council
ENACTS AS FOLLOWS:
1. That the Deputy-Treasurer shall have all powers and duties of the
Treasurer under this and every other Act. and particularly the
Deputy Treasurer shall:
a) Perform all statutory duties and act for the Treasurer in his
or her absence.
b) Assist in the preparation and regular review of the annual
municipal budget.
c) Provide technical assistance to the various departments in
their budget process.
d) Assist in the preparation of working papers and various schedules
leading to the preparation of the annual municipal financial
statements.
e,) Prepare the annual municipal financial statements.
f) Provide assistance to the depar~ments and Council on a regular
basis in analysis and interpretation of monthly financial
information.
g) Provide the various local Boards with analysis and interpretation
of monthly financial information, and assist in the control of their
budgets.
h) Be responsible for the maintenance of records leading to the
filing of claims with regards to various projects which are
undertaken by the local B08Tds'.
i) Be responsible to assist in the analysis of departmental
operating procedures and establishing further procedures to assist
in the efficient operation of the municipal financial administratibn
including purchasing policies.
j) Provide day to day supervision" and 'technical assistanc~ to the
clerical staff within the Treasury Department and in other
departments with regards to Accounts Payable,Accounts Receivable
Payroll and "genera I accounting matters. '

k) Be responsible for supervising the signing and issuance
of all cheques.
1) Be responsible for the administration of all benefit plans
and vacation entitlements.
m) Monitor and bring to the attention of the Treasurer and
affected department heads relevant provincial and federal programs
that will assist the municipality in supplementing existing
programs, providing new programs, or anticipated capital construction.
2. Qualifications' for the position of Deputy-Treasurer are as follows:
a) Eligibi Ii ty for membership in a r'ecognized professional
accounting association (C.A., R.I.A., C.G.A.).
b) A minimum of two years experience in municipal financial
administration.
c) Proven written and oral communication skills, including
the ability to communicate effectively with Council, other
staff and the public.
3. The position of Deputy-Treasurer shall be compensated according to
the Town's policy in respect of non-affiliated staff.
4. By-law 81 - 146 is hereby repealed.
