being a by-law to authorize an agreement between
the Corporation of the Municipality of Clarington
and Greer Galloway Architects and Engineers for
renovations to the Fire and Court Building
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS AS
FOLLOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute on
behalf of the Corporation of the Municipality of Clarington
and seal with the Corporation Seal, an agreement between Greer
Galloway Architects and Engineers and the said Corporation;
and
2. THAT Schedule "A" attached hereto forms part of this By-law.

Dear Ms. Birkett:
This letter will serve as a letter of agreement to provide architectural and engineering
services for the above captioned project as per the terms of our proposal submission
dated August 17, 1994 and RFP 94-5 as appended hereto.
The following clarifications which were reviewed at a September 26, 1994 meeting with
Mr. Fred Horvath and yourself also form part of the agreement:
1. Greer Galloway's schedule for Part A and Part B of the work is flexible.
Receipt of expedient approvals from the Municipality is not grounds for
additional fees to be claimed by the Consultant, nor will the Consultant be
penalized for not meeting target dates.
2. Disbursement costs are fixed and include 25 sets of Tender Documents.
3. As-built drawings are not available and therefore the Municipality agrees to
increase the fee for Part A of the study by $2,500.00.

Dear Ms. Birkett:
Thank you for inviting our firm to submit our Letter of Interest.
Greer Galloway, Architects and Engineers specializes in preparing feasibility studies for the
renovation of existing buildings. With over 25 years experience, the firm has completed
numerous similar studies, but more importantly our architect, Mr. Moran, has direct and
invaluable experience in this field. Our clients have benefitted from our feasibility studies
and have used our studies to access funding and implement their projects.
There are two important aspects to a feasibility study by definition. A feasibility study must
demonstrate what is "able to be accomplished", i.e. what is possible. More importantly
however, the study should determine what is "appropriate", i.e. what is suitable.
Determining what is appropriate is where Greer Galloway's expertise will guide the study.
We will evaluate the existing building fabric, the clients' requirements and needs of potential
user groups to determine the feasibility of converting the existing fire hall to a Senior's
Centre and Multi-Purpose facility. We will determine what is possible. We will also use our
past project experience and our in-house project cost estimating system to provide
preliminary budget estimates. We will determine what is appropriate based on the needs of
the senior's and the approved budget for the project.
Greer Galloway strives to provide the highest level of professional services which translates
into client satisfaction. We strive for good communication skills in order to explain the
complexities of the design and construction process through design drawings and project
documentation. We are used to working with committees of professional, technical and non-
professional members.

We have visited the building and we welcome the challenge of accommodating a new Seniors
Centre/Multi-Purpose Facility within the existing building fabric. Although it would appear
that the opportunities to provide an additional floor in the apparatus may be limited, there
are however some excellent design opportunities for the conversion of the apparatus bay to
program space.
Greer Galloway has designed and implemented several handicap elevators III existing
buildings over the past 10 years.
Study Team
The project will be directed and administered by Royden Moran, O.A.A. Mr. Moran has
sixteen years professional experience and in his eight years with Greer Galloway has
authored several similar studies. He is also the designer of our in-house cost estimating
system. His past project experience includes:
Seniors Activity Centre Feasibility Study

Community Services/Department
The Greer Galloway Group Inc. completed this study under the direction of Bob Martindale.
Mr. Moran was responsible for developing the building facility program based on the
community needs as determined by the user group survey. Mr. Moran was also responsible
for developing two alternative design concepts, project budgets, and operation and
maintenance budgets.
The past experience of working with the Community Services Department and the
Seniors' Centre Steering Committee will be an invaluable asset to the project. This
background knowledge will increase our efficiency in completing Part B of the
Assignment.

Building Evaluation Survey

This study was prepared for the Bank of Nova Scotia. The Bank was considering the
purchase of an existing building and our report commented on the feasibility of the
acquisition in terms of zoning compliance, Ontario Building Code compliance, life safety and
suitability for the purpose of renovations to accommodate a new branch.

Pine Tree Native Centre of Brant
The purpose of this study was to find a new home for the Pine Tree Native Centre which is
a native friendship centre located in Brantford. The scope of the study included finding and
evaluating potential buildings; selecting the most feasible building; evaluating the building

fabric; and preparing a recommendation and budget for submission to the funding authority.
This feasibility study was successful in securing capital funding for the acquisition of the
project and Jobs Ontario funding from the Association of Ontario Native Friendship Centres
for the subsequent renovations.

Wahta Mohawks Community Centre Feasibility Study
The purpose of this study was to evaluate the options of renovating an existing building or
constructing a new facility to house the band administration offices, a multi-purpose hall,
library and day care facilities. The mandate was to determine the affordability of the facility
and included capital and operating cost estimates. This study was successful in securing
$1,272,000.00 in funding from the Native Communities Branch and Jobs Ontario.

The engineering team is an in-house team of structural, mechanical and electrical engineers.
We have worked as a team on several of the above mentioned studies. Our experience in
evaluating existing building systems is vast and we have been involved in major mechanical,
electrical and life safety upgrades for institutional, government, school board and private
sector clients.
Our mechanical and electrical engineers are located in our Courtice office and our structural
engineer is based in Peterborough. The team will include:

Schedule
Our schedule for completing Part A of this assignment IS 20 working days assummg
expedient approvals from the steering committee.
Our schedule for Part B of this assignment is 60 working days assuming expedient approvals
from the steering committee.
Greer Galloway recognizes that it is in our mutual best interest to complete this assignment
in an expedient manner. Greer Galloway has the resources to shorten the schedule if
requested by the municipality.

AssUDlntions
1. Mr. F. Horvath confirmed that this project is being funded under the
FederallProvincial Infrastructure Program and that the construction budget is
$350,000.00. Our fee is based on final value of construction of $350,000.00 and we
reserve the right to re-negotiate our fee if the scope of work changes by more than
10%. This includes for printing of 25 sets of tender documents.
2. Our upset fee proposal includes only the services requested in the RFP-94-5.
3. Our upset fee assumes that the Municipality will be able to provide "as-built"
drawings of the building. If the Municipality cannot provide as-built drawings an
additional fee of $2,500.00 is required to prepare measured drawings. Measured
drawing will include only floor plans of the existing fire hall and adjacent areas
impacted by the renovations in Part A and Part B of the study.
4. The Municipality will provide a legal survey, soils reports, Bill 208 Hazardous
Substance Report, Asbestos Survey and Phase I Environmental Site Audit if required.
5. Rezoning applications and site plan agreement applications if required are the
responsibility of the Municipality.
6. As discussed with Mr. Horvath, there is no requirement to design future services or
multi-purpose facilities for the existing court facilities. Our proposal includes
consideration of future integration of the court facilities and the seniors centre.
Trusting that you will find our letter of interest addresses all of the requirements of the
terms of reference, we look forward to your favourable consideration of proposal. We would
welcome an opportunity to continue our involvement with the Newcastle Senior's Steering
Committee and the Municipality. Greer Galloway wants to be part of the term which will
make the Seniors Centre/Multi-purpose Facility a successful project worthy of civic pride and
a tribute to the spirit of the Federal/Provincial Infrastructure Program. Lets work together

Architectural firms wishing to undertake the assignment of providing site investigations and
modifications of the former headquarters of the Fire Department, should submit a letter of
interest to the undersigned no later than 2:00 p.m., August 24, 1994.
The proposal should be a maximum of eight (8) original pages with 8 copies being provided.
Scope of Work;.
The Municipality of C1arington will be transferring the base station of their Fire Department
to a new location in the falllcaving the existing building open for accommodation.
The Fire Department currently occupies approximately 5,000 square feet of a 12,000 square
foot building. The Fire Department operates from 2 floors.
The balance of the building is leased to Government Service for offices and court rooms.
The purpose of this request is to select a firm to conduct site ~~r. to evaluate the
feasibility of constructing a Seniors Centre/Multi Purpose facili within the existing fire hall
and to prepare construction documents to modify the existing uilding to accommodate
potential tenants.
Part A:
The first part of the request will deal with feasibility of the facility to include the following:
1) architectural;
2) structural;
3) mechanical;

5) parking;
6) the successful firm will also review generally, the balance of the existing

7) the firm will also provide preliminary budget estimates as it relates to
proposed modifications.
The Municipality is considering the installation of an elevator and a second
floor in the apparatus bay.
Part B:
The second part of the project will be as follows:
1) meet with Project Team appointed for the project during preparation of
concept;
2) prepare a preliminaIy design and report complete with cost estimates, spatial
requirements, accommodations etc.;
3) meet with special interest groups as required;
4) revise plan and present to Council;
5) complete final design and outline specifications;
6) prepare contract documents, for issuance by the Municipality for the
construction of the project;
7) evaluate tenders and provide recommendations to Project Team for contract
award;
8) provide field review inspection during construction to ensure compliance with
the design;
9) provide contract admini~tion;
10) ensure all warranties and deficiencies corrected.

Please note that Part B may not be awarded if Part A is not accepted by Council.
Submission Requirement:
Proponents are requested to submit six bound pages with 3 copies being provided with the
following information.
1. History of the firm and description of similar projects. Please indicate cIienfs name,
address, telephone number and contact person.
2. List of principals involved in this project.
3. Upset fees for Part A, Part B and Part A and B together.
4. Proposed time required for Part A and suggested time for Part B excluding
construction.
Evaluation of Submissions:
Community Service Department in conjunction with the Purchasing Division will review all
submissions and will evaluate on the following points:
1. personnel involved with the Project;
2. previous experience;
3. proposed work schedule; and
4. fees for services.
