THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 82- 185
being a by-law of the Corporation of the Town of Newcastle to
re-establish the position and to define and determine the
duties and responsibil ities of the "Chief Bui lding Official II .
WHEREAS it is deemed desirable to re-establish the position of
Chief Building Official and to define and determine the duties
and responsibilities thereof:
NOW THEREFORE the Council of the Corporation of the Town of Newcastle
ENACTS AS FOLLOWS:
1. That there is hereby re-established the position of
Chief Building Official.
2. The position shall have the duties and responsibilities
described within Schedule "A" to this by-law, attached
hereto.
3. The position shall be paid in accordance with Town policy
in respect of the compensation of non-affiliated staff or
at such rate as may be determined by Council by
Resolution or By-Law.

Summary of Duties:
Responsible to the Director of Planning for the implementation of
the Municipality's statutory responsibilities in respect of the
construction of buildings and structures and maintenance and occupancy
of property as defined under the Ontario Building Code Act, The
Planning Act and other Provincial Legislation.
Work Performed:
1. General supervisory responsibility for the municipal building
and plumbing inspectors, including overall responsibility for the
processing of applications for construction (alterations, additions,
demolitions) and for the administration of the Town's sign and
fencing regulations. Related responsibilities include the processing
of applications in accordance with municipal development agreements,
the administration of the Town's sign and fencing regulations, and
for overseeing and performing inspections of construction, including
the keeping and maintenance of all records and files.
2. Responsible for extensive liaison with the public, building trades
and other governmental agencies and departments. Includes undertaking
enforcement actions in co-operation with the municipal By-taw
Enforcement Office and the Fire Department and other governmental
offices as may be relevant. The Chief Building Official is required
to prepare and submit evidence on behalf of the Corporation on By-Law
and Building Code infractions and to provide general information on
municipal zoning and development control (site plan requirements).
3. Responsibilities include acting as the designated "Property
Standards Officerll as provided for under the Municipal Property
Standards (Maintenance and Occupancy) By-Law. Responsibilities include
the processing of property standards actions and the administration
of relevant government programs such as the Ontario Home Renewal Program.

4. Responsible for the preparation of reports to Town Council,
and the submission of statistical information to the senior levels
of government as required. Duties include the preparation of annual
budgets in co-operation with other staff and the accounting and
submission of application fees, as required.
Qual ifications:
1. Certified Engineering Technicians Certificate or equivalent
(combination of academic background and experience).
2. Five years of experience.
3. Ability to communicate effectively with other staff and
the public, including building trades.
4. Valid motor vehicle operator's licence.
