THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 82 - 172
being a by-law of the Corporation of the Town of Newcastle
to re-establish the position and to define and determine the
duties and responsibil ities of the "Deputy Director of
Community Services ".
WHEREAS it is deemed desirable tore-establish the position of
Deputy Director of Community Services and to define and determine
the duties and responsibilities thereof:
NOW THEREFORE the Council of the Corporation of the Town of
Newcastle ENACTS AS FOLLOWS:
1. That there is hereby re-established the position of
Deputy Director of Community Services.
2. The position shall have the duties and responsibilities
described within Schedule "A" to this by-law, attached
"-
hereto.
3. The position shall be paid in accordance with Town policy
in respect of the compensation of non-affiliated staff or
at such rate as may be determined by Council by Resolution
or By-Law.

Schedule "A" to By-Law 82 - 172
DEPUTY DIRECTOR OF COMMUNITY SERVICES
Summary of Duties
Responsible to the Director of Community Services for the operations
and administration of the recreational, programs and community
facilities within the responsibility of the Community Services Department.
Duties and Responsibilities
r. Research and preparation of reports and recommendations to the
Director, Chief Administrative Officer and/or Committee of Council
on the development and implementation of cultural and
recreational programs in the municipality. Includes budget
preparation and control, general supervision of Program Directors,
hiring and supervision of temporary staff, scheduling of programs
and co-ordination with other organizations and agencies.
2. Research and preparation of reports and recommendations to
the Director, Chief Administrative Officer and/or Committee of
Council on the use and operation of the municipal recreational
facilities, including municipal parks, arenas, and swimming pools.
Includes general supervisory responsibilities of the Facilities
Manager and Parks and Cemetery Foreman. Includes responsibility
for preparing operating and capital budgeris in conjunction with
facilities staff and the Director.
3. Responsible to the Director for the maintenance of specified
municipal properties and buildings. Includes budget preparation,
supervision of maintenance staff and occasional contract preparation
and supervision.
4. Responsible for extensive public relations, including regular liaison
with community recreation associations and organizations, non-profit
organizations and cultural groups and the public at large. Requires
regular contact with other public agencies and other levels of
government.
5. Responsible for other duties as may be assigned by the Director of
Community Services, and/or the Chief Administrative Officer.
Qualifications
1. Community College Diploma with Recreation Directors
accreditation.
2. At least three years of experience, preferably in
a municipality.
3. Ability to communicate effectively with other
staff and the public in written and oral form.
4. Valid Motor Vehicle Operator1s Licence.
