THE CORPORATION OF THE TOWN OF NEWCASTLE
BY-LAW 82 - 132
being a by-law to establish the position of Administration
and Records Supervisor
The Municipal Council of the Corporation of the Town of Newcastle
HEREBY ENACTS AS FOLLOWS:
1. That the position of Administration and Records
Supervisor is hereby established in accordance with
the duties and responsibilities as set out in Schedule
"A" attached hereto.
2. That the position shall be compensated according to the
Town's policy in respect of non-union salaries.

DUTIES AND RESPONSIBILITIES OF THE
ADMINISTRATION AND RECORDS SUPERVISOR, DEPARTMENT OF PUBLIC WORKS
Summary of Duties
Responsible to the Director of Public Works for the research and compilation
of background information and data leading to the preparation of reports,
policies and by-laws pertaining to the administration and operation of
the department. Responsibilities include the maintenance of Departmental
record systems and accounts.
Duties and Responsibilities
1. Responsible for the collection andsynthes;s of information and the
composition of reports, statistical and analytical data for, or on
behalf of the Director.
2. Responsible for the processing of road closure applications and the
assembly of information related to Provincial Statutes, local by-laws
and other related matters.
3. Responsible for the establishment of a filing system compatible with
other municipal departments and the operation and maintenance of
related records retention systems.
4. Responsible for maintaining personnel records for the department, in
consultation with the Administrator's, Clerk's and Treasurer's
Departments; including the administration of daily attendance and
equipment records.
5. Responsible for assisting in the preparation of working papers and
detail sheets for the Works Department Budget; including the co-ordination
and compilation of the annual departmental budget.
6. Responsible for the preparation of documentation, and background material
required for the submission of annual returns to the Ministry of
Transportation and Communications in consultation with the Treasurer's
Department.
7. Required to communicate and liaise with other agencies and levels of
government.
8. Responsible for related duties as may be assigned by the Director.

Qualifications
1. Minimum of seniormatricu1ation or equivalent education and experience.
Secretarial skills and familiarity with word processing systems.
2. Minimum of three (3) years Municipal experience, in a Public Works
or a Municipal Engineering department, or equivalent.
3. Knowledge of procedures under the Municipal Act and other legislation,
related to Public Works functions.
4. Ability to communicate effectively with other staff and the public.
5. Valid Motor Vehicle operator's permit.
