THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 82-12 being a by-law of the Corporation of the Town of Newcastle to establish the position of Deputy Fire Chief WHEREAS the Council of the Corporation of the Town of Newcastle wishes to establish the position of Deputy Fire Chief; NOW THEREFORE the Corporation of the Town of Newcastle by its Council ENACTS AS FOLLOWS: 1. The position of Deputy Fire Chief is hereby established. . 2. The position shall have the duties and responsibilities as set out in Schedule "A" to this by-law. 3. The position shall be compensated according to the Town's policy in respect of non-union salaries. By-Law read a first time this 1st day of February 1982. TOWN OF NEWCASTLE JOB DESCRIPTION: DEPUTY FIRE CHIEF DATE OF DESCRIPTION: JOB DESCRIPTION NUMBER: DEPARTMENT: FIRE DIVISION: SUMMARY OF DUTI ES: To control ongoing operations on behatf of the Fire Chief; he responsible for the administrative and support functions; and generally assist and act for the Fire Chief in the management of the department and in operations on the fire grOUr),d. Supervises, in part, office support staff, and all of the Fire Chief's subordinates as necessary to assist and relieve the Fire Chief. RESPONSIBILITY: Responsible for: 1. The personnel administration and management of the department, including safety matters, in accordance with the policies and procedures of the Corporation of the To~n of Newcastle and the Fire Department; , 2. The procurement and control of suppl ies. the maintenance and repai r of facilities and equipment, and the'maintenance of the related control and historical records; 3. Formulation and recommendation of proposals for improvement of facilities, equipment, and methods; 4. The inve9tigation of deviation from rules and regulations, and the recommendation of necessary action; 5. Responding to all fire alarms, and taking charge in the absence of the Fire Chief; 6. Generally managing the ongoing operations of the department on behalf of the Fire Chief, and acting in his stead in his absence. Accountable for: 1. In general, the performance of all subordinate and support staff; 2. The administration of a staff of two full-time fire fighters, and 68 volunteer fire fighters. 3. Education to the equivalent of high school graduation; as well as graduation from the program of the Ontario Fire College, or its equivalent in training and experience. 2. At least ten years in the servic~, including five years as a senior officeri and be capable of providing experience in the use of equipment and apparatus in accordance with modern techniques, a thorough knowledge of the relevant legislation. codes, and regulations; experience in the handling of a volunteer force; . 3. Good mechanical aptitude, proficiency in the reading of plans and blue prints; 4. Proven organizational and management skills in both administration and in the field 5.
