Peter Watson, Manager, Waste Management, Region of
Durham, provided a presentation on the waste management
services in the Municipality of Clarington. Mr. Watson
highlighted existing waste management services. recent waste
successes and future plans for reducing garbage. He
indicated that between May 2003 and February 2004, a 40
percent waste diversion has been realized. Comparisons from
May 2002 to February 2003 show a 12 percent reduction in
garbage disposal, an 18 percent increase in recyclables and a
major increase in compostables. Commencing May 31,2004,
more materials will be introduced into the Blue Box program.
Effective July 1, 2006, the garbage bag limit will be reduced to
two bags per week and only clear plastic bags will be allowed.
Effective in 2008, alternate week Blue Box recycling and
bi-weekly garbage collection will be introduced. Durham
Region has the fifth largest Blue Box program in Ontario and
the possibility of a new recycling centre is being examined.

THAT Report PSD-049-04 be received;
THAT Council concurs with the decision of the Committee of
Adjustment made on April 15. 2004 for applications A2004/011 and
A2004/012 and that Staff be authorized to appear before the Ontario
Municipal Board to defend the decisions of the Committee of
Adjustment.

THAT Report COD-022-04 be received;
THAT Tri-Air Systems. Scarborough. Ontario with a total bid of
$11,280.00 (plus GST), and a Journeyman hourly rate of $74.50 be
awarded the Mechanical Equipment Maintenance Contract, Part A,
as required by the Municipality of Clarington;
THAT Air Con Systems, Whitby, Ontario, with a total bid of $2.860.00
(plus GST), and Journeyman hourly rate of $75.00 be awarded the
Mechanical Equipment Maintenance Contract. Part B, as required by
the Municipality of Clarington;
THAT the contract be extended for a second three year term pending
satisfactory pricing and service; and

OTHER BUSINESS
Mayor Mutton advised Council of e-mail correspondence received
from Michael Strahl wherein he requests Council to reconsider their
decision not to provide funding toward T-shirts for a school trip to
Juno Beach as requested by Mr. David Robinson (Council meeting of
April 26, 2004). Mr. Strahl advises that there was a communication
breakdown between him and Mr. Robinson and he is prepared to
return the T-shirts that the municipality had previously given to him in
exchange for Council's approval of the financial request from
Mr. Robinson.
