THAT Report CAO-11-07 be received; 2. THAT the presentation "An Overview of the Lobbyist Registry System" by the CAO be received; 3. THAT Council not proceed with the introduction of a Lobbyist Registry System at this time until such time Members of Council have the opportunity to examine all the pros and cons of implementing such a system and until such time the Municipality acquires best practices knowledge and experience from similar size municipalities; 4. THAT the Chief Administrative Officer be directed to bring forth the necessary amendments to the existing Code of Ethics to ensure all Members of Council and staff are governed by clear and enforceable policies. Submitted bY:O~ .~ Franklin Wu Chief Administrative Officer CORPORATION OF THE MUNICIPALITY OF CLARINGTON 40 TEMPERANCE STREET, BOWMANVILLE, ONTARIO L 1 C 3A6 T (905)623-3379 F (905)623-5717 REPORT NO.: CAO-11-07 PAGE 2 1.0 BACKGROUND At its meeting held on April 16, 2007, Council directed the CAO, through consultation with the Municipal Clerk and Solicitor, to develop a Lobbyist Registry System and review and revise the Municipality's current Code of Ethics, and report back to Council. 2.0 COMMENTS 2.1 Over the past few weeks, the CAO has researched the subject matter and concluded that the Lobbyist Registry System (LRS) is a fairly complex matter involving many policy issues that Council's direction are necessary before the CAO can proceed any further. Suffice it to say, prior to making any decision on any policy issues contained in the Lobbyist Registry System, it is imperative that Council members understand the ramifications of, as well as the pros and cons of, the LRS. To ensure Council understanding of the many variables of the LRS, the CAO will be making a presentation at the GPA meeting. 2.2 With respect to the Code of Ethics, the CAO is working with the solicitor with a view to strengthen current policies with particular focus on enforcement. The CAO will be reporting back on this matter as soon as the review is completed.
