REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING HELD JANUARY 16 1984

SUBJECT: DECEMBER 9TH 1983 LETTER FROM THE ATTORNEY GENERAL
THE HONOURABLE ROY MCMURTRY AND THE PRESIDENT OF THE
ASSOCIATION OF MUNICIPALITIES OF ONTARIO, MARLENE CATTERALL
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. That this report be received;
2. That the December 9th 1983 letter, together with a copy of this
report be referred to the following groups and agencies together
with a recommendation that appropriate action be taken:
Region of Durham Social Services Committee;
Region of Durham Police Commission;
Durham Regional Health Unit;
The Northumberland and Newcastle Board of Education; and
The Peterborough -Victoria -Northumberland and Newcastle
Separate School Board.
BACKGROUND AND COMMENT:
The December 9th 1983 letter from the Attorney General and the President
of the Association of Municipalities of Ontario centres on the problem of
the drinking driver. The letter requests each Council to consider establishing
a Drinking -driving committee in their municipality. The purpose of the committee
would be to help educate the general population on the negative effect that
drinking and driving has on our communities.
While there can be no doubt as to the negative impacts that the drinking
driver has on our communities, it is perhaps more appropriately addressed
at the Regional level and through the local Boards of Education.
Accordingly, we are recommending that the matter be referred to the Boards
of Education and appropriate Regional agencies that may be in a position to y
more effectively promote public awareness of this problem. aY�

I am writing to you today, along with AMO President
Marlene Catterall, about one of the most topical
issues of today -- drinking and driving.
As you probably know, the conference that my
ministry hosted this past November 21 in Toronto
brought about a singularly unique gathering of
interested people from across the province.
The response we have had since that time has been
overwhelming. Now, more than ever, we are aware
of the deep concern our citizens feel about
alcohol abuse on the highway and our priority must
be to maintain the important momentum that has
developed.
We realize of course that the law and the courts
have a significant role to play in this seemingly
intractable problem but we must try to stop
_ drinking and driving before it occurs. While our
courts can play a punitive role, our citizens must
be involved in the preventative role experts and
citizens alike regard as so necessary.
For this reason, I am asking each one of you today
to establish a drinking -driving committee in your
own communities.
We believe .that it would be counter-productive for
any provincial government to attempt to impose any
specific program on any community. You, your
colleagues and your citizens are the best judges
of what would be the most effective measures in
your own community. Common sense tells us we
cannot necessarily treat Toronto like Timmins or
London like North Bay.
