SUBJECT: ANNUAL RECURRING EVENTS
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. That this report be received for information.
BACKGROUND AND COMMENT:
In December of 1983, confusion took place with respect to the
scheduling of the Santa Claus Parade. At that time, staff were asked
to investigate ways and means of expediting the process so that
final arrangements for groups and agencies sponsoring events could
be streamlined.
In reviewing the issue, it must be recognized that in many instances
requests to declare certain weeks as special weeks are
made directly to Council to promote the activity or the particular
cause. To have such requests routed directly to staff for action
without presenting them to Council would be counter-productive to the
motives for which the letter was submitted to the Corporation. At the same
time
if Council receives such requests and refers the matter to staff for a report,
it is sometimes quite difficult to have the report back in front of
Council prior to the event actually taking place.
It is suggested by staff that the Clerk, upon receipt of the correspondence,
could forward copies to the appropriate department heads so that they
may make arrangements to honour the request. The correspondence would
at the same time, be placed on Council's agenda as an information item.
Unless otherwise directed by Council, staff would honour
the request, whether it be with respect to a parade or the flying
of a flag of a particular organization for a routine and recurring event.

For the most part, this approach would involve either the Community
Services Department or the Public Works Department. The suggested
approach is one that retains the publicity received from sending
correspondence to Council. At the same time, it allows staff to act
in an expeditious manner in honouring the requests, which are, for the
most part, received favourably by Council.
