HomeMy WebLinkAboutAdmin 29-84aCORPORATION OF THE TOWN OF NEWCASTLE 40 TEMPERANCE STREET BOWMANVILLE, ONTARIO L1C 3A6 TELEPHONE 623-3379 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING HELD MARCH 5 1984 ADMIN. 29C- SUBJECT: BOWMANVILLE MUSEUM FEASIBILITY STUDY RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. That this report be received for the information of Council. BACKGROUND AND COMMENT: During budget discussions, Council asked to be advised as to the status of the feasibility study which was conducted for the Bowmanville Museum, 37 Silver Street, Bowmanville. The files indicate that the Bowmanville Museum Feasibility Study was completed in 1982. At that point in time the Town was in the process of preparing a Culture and Recreation Master Plan to provide a framework within which various cultural and recreational initiatives could be examined. Any decision by Council on a disposition of the Feasibility Study was deferred pending completion of this overall framework. It is further my understanding that Council received the Culture and Recreation Master Plan in May of 1983,and referred same to the Newcastle Community Service Planning Board, which the Culture and Recreation Master Plan recommended be formulated. At this point in time, it is my understanding that a Striking Committee will soon be considering possible nominees to this Planning Board. Thereafter the Planning Board would be considering the various recommendations contained within the Culture and Recreation Master Plan which includes specific recommendations dealing with the Museum Feasibility Study. (Recommendations #15 and #66, as well as Table 4, Summary of additional capital costs as per Master Plan recommendations.) The Master Plan contemplated a total investment of approximately $180,000 �� ADMIN. 29 - 84 -2- in providing for Museums throughout the Town. This amount is considerably less than the estimated cost of restoring the historic residence, the Carriage House and the Greenhouse in the Bowmanville Museum. (Estimated Cost - $477,000). Given Council's earlier direction in this matter, it would appear appropriate to allow the Newcastle Community Services Planning Board to be formed and provide this group with sufficient time to study the various recommendations within the Culture and Recreation Master Plan. It should be noted, however, that with the limited capital funds available to the Town and the significant capital forecasts of the Town with respect to Town -owned buildings and hospital request, it will be very difficult to provide significant financial support to the proposed museum improvements.
