RECOMMENDATIONS:
It is respectfully recommended to Council the following:
1. THAT Report TR-53-99 be received;
2. THAT Dundas Powenine Limited, Chesterville, Ontario, with a bid in the amount of
$155,055.84, including GST, being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender CL99-9, be awarded the contract for Highway No.
2 Street Lighting - Townline Road to Courtice Road, Courtice;
3. THAT funds in the amount of $290,000.00 ($155,055.84 tender + contract administration
and design and Ontario Hydro and Region of Durham) be drawn from the Public Works
Capital Account #7203-0021 0-0000; and
4. THAT the attached By-law marked Schedule "A" authorizing the Mayor and Clerk to
execute the agreement be approved.
BACKGROUND AND COMMENT
Plans were provided by Totten Sims Hubicki Associates for the installation of Street Lighting,
Townline Road to Courtice Road, Courtice, as required by the Department of Public Works.
Tenders were publicly advertised locally as well as the Daily Commercial News. Subsequently
tenders were received and tabulated as per Schedule "B" attached.
The total project cost, including final design and tendering, contract administration and design,
Ontario Hydro charges Region of Durham charges and GST, as detailed in the letter from Totten
Sims Hubicki Associates, marked Schedule "C" is estimated at $290,000.00.
It is recommended that the required funds be drawn from the Public Works Capital Budget Account
# 7230-00210-0000 as reflected on page 208 ofthe 1999 Capital Budget ($450,000.00 allocated).

The Treasurer has reviewed the funding requirements and concurs with the recommendation.
Queries with respect to department needs, specifications, etc., should be referred to the Director of
Public Works.
The low bidder, Dundas Power Limited, Chesterville, Ontario, have previously completed a number
of similar contracts in type and value for the Municipality

BY-LAW 99-
Being a By-law to authorize a contract between the
Corporation of the Municipality of Clarington and Dundas
Powerline Limited, Chesterville, Ontario, for Highway No. 2
Street Lighting - Townline Road to Courtice Road, Courtice,
Ontario.
THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON HEREBY ENACTS
AS FOllOWS:
1. THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the
Corporation of the Municipality of Clarington with the Corporation Seal, a contract
between Dundas Powerline Limited, Chesterville, and said Corporation; and
2, THAT the contract attached hereto as Schedule "A" form part of this By-law.

Tenders for the above noted project were opened at the municipal offices on Wednesday, August 11, 1999,
at 2:00 p.m. The bids received. inclusive of GST, are smnmarized below.

Dundas Powerline Ltd., the low bidder, has completed numerous contracts of similar type and value
including Contract NW92-30 "Street Smart Lighting Program", for the Municipality of Clarington in 1992
with an acceptable level of workmanship. Other references have been checked and report that Dundas
Powerline Ltd. 's staff are qualified to complete the work required under CL99-9. We, therefore,
recommend acceptance of the low bid received from Dundas Powerline Ltd.
The following is a summary of the total project costs based on the low bid.

that they can proceed with their work as early as possible.
