RICKARD RECREATION COMPLEX RECOMMENDATIONS: It is respectfully recommended to Council the following: 1. THAT Report TR-41-99 be received; 2. THAT Ron Robinson Limited, Oshawa, Ontario, with a total bid in the amount of $213,484.82 (including G.S.T.), being the lowest responsible bidder meeting all terms, conditions and specifications of Tender CL99-16, be awarded the contract for the construction of a Skateboard Park at the Garnet B. Rickard Recreation Complex, as required by the Department of Public Works; 3. THAT total funds required in the amount of $233,284.82 ($213,484.82 tender + $19,800.00 consulting) be drawn from 1999 Public Works Capital Budget Account # 7603-00100-0516 revised to reflect a 90/10 split between Development Charges and tax levy financing; and 4. THAT the attached By-law marked Schedule "A" authorizing the Mayor and Clerk to execute the agreement be approved. BACKGROUND AND COMMENT Tender specifications were provided by Cosburn Giberson Landscape Architects for the construction of a Skateboard Park at Garnet B. Rickard Recreation Complex by the Department of Public Works. REPORT NO.: TR-41.99 PAGE 2 Tenders were advertised and received as follows: BIDDER Ron Robinson Limited Bowmanville, Ontario Rutherford Contracting Limited Gormley, Ontario TOTAL BID AMOUNT $213,484.82 $306,796.35 The total funds required in the amount of $233,284.82 ($213,484.82 tender + $19,800.00 consulting) exceeds the approved budget allocation of $190,000.00 as reflected on page 214 of the 1999 draft capital budget. As indicated in the capital budget, cost apportionment of this project was subject to the new development charges by-law. At the time of budget preparation it was assumed that there would be a 50 /50 split between Development Charges funding and the tax levy. At this time, this has been revised to be a 90 /10 split. It is therefore recommended that funds in the amount of $233,284.82 be drawn from the 1999 Public Works Capital Budget Account # 7603-00100-01516. At the time of budget, preparation, it was estimated that the funding split for this project would be $95,000.00 Development Charges and $95,000.00 Tax Levy. In actual fact, the tax levy portion is substantially lower at $23,328.48, leaving the balance of$209,956.34 to be financed from Development Charges. It should also be noted that the contingency included in this project was estimated at $15,000.00, which is high and will likely not be spent. The low bidder has previously performed for the Municipality of Clarington and they have provided satisfactory service. REPORT NO.: TR-41-99 PAGE 3 The Treasurer has reviewed the funding requirements and concurs with the recommendation. Queries with respect to the department needs, specifications, etc., should be referred to the Director of Public Works. After further review and analysis of the bids by Public Works, Cosbum Giberson Consultants Inc. (see Schedule "B" attached) and Purchasing it was mutually agreed that the low bidder, Ron Robinson Limited, Oshawa, Ontario, be recommended for the contract for the reconstruction of a Skateboard Park at the Garnet B. THAT the Mayor and Clerk are hereby authorized to execute, on behalf of the Corporation of the Municipality of Clarington with the Corporation Seal, a contract between Ron Robinson Limited, Bowmanville, Ontario, and said Corporation; and 2. We..have reviewed the bids submitted and nnd them to be complete and in order, with all extensions verified. .The low bid reflects a cost higher than our initial preliminary estimate completed In the fall of 1998. We feel that a number of factors have contributed to this higher bid and offer the following for your review to put this bid in proper context. I. The initial preliminary budget was based on our conceptual plan that provided no detail~nenceand assumed the Ideal location for construction. 2. .. After approval was granted and we proceeded to the detail design portion of the . work. the Skateboard facility was expanded, with further additional elements to indude more potential user groups. Although a superior design solution, this has contributed to additional cost. 3. blte in the detail design process. the entire park was re-Iocated and re-designed to accommodate the future road just west or the police station. Although a relatively str.lightforward design change, the relocation put the skateboard park further ~y from existing services and this in tum has been reflected with increased cost. -+. Lastly, our recent in-office tender experiences have show that the market is approaching saturation and submitted bids have been substantially higher than bids submitted as recently as last year at this time. COmpounding the problem for a skateboard park, Is that this is extremely specialized work and the capabilities or installation is limited to a handful or contractors. In review of the above and based on our exceDent experience with Ron Robinson Ltd. on past projects.. including projects for the Municipality, we hereby recommend that they be awarded this oontract at $ 213.484.20. Ron Robinson Umited has ertensive experience with concrete worle from their road building projects and their d landscape worle through park development and the like, is extensive as well, We feel they are well suited to this project and antidpat<! an excellent completed slcateboard park. We are also very pleased that they will I;Ie utilizing their own forces. with no sub-trades, for the entire scope of this oontract. J trust the above to be satisfactory.
