Recommendations:
That Report CLD -017-18 be received;

2. That the vote be conducted to appoint three citizen representatives for a term ending
December 31, 2020 or until a successor is appointed, to the Diversity Advisory
Committee for the Municipality of Clarington, in accordance with the Appointments to
Boards and Committees Policy;
3. That the vote be conducted to appoint four citizen representatives for a term ending
December 31, 2022 or until a successor is appointed, to the Diversity Advisory
Committee for the Municipality of Clarington, in accordance with the Appointments to
Boards and Committees Policy; and
4. That all interested parties listed in Report CLD -017-18 and any delegations be advised
of Council's decision.

This Report is intended to provide background information regarding the recruitment for the
Diversity Advisory Committee.
1. Background
Diversity Advisory Committee
1.1 On February 26, 2018, Council approved the following resolution to constitute the
Diversity Advisory Committee:
That Report CSD -001-18 be received;
That Council endorse the Terms of Reference for the Diversity Advisory
Committee;
That Staff be authorized to advertise to recruit members to the Diversity Advisory
Committee;
That the Council Department Liaison to Community Services, Councillor Hooper,
be appointed as the Council Representative to the Diversity Advisory Committee;
and
That all interested parties listed in Report CSD -001-18 and any delegations be
advised of Council's decision
Purpose
1.2 The purpose of the Diversity Advisory Committee is to provide advice, comments and
recommendations on issues affecting diversity in our community in an effort to foster
awareness, reduce barriers, promote inclusion and engage our residents. The
committee will also facilitate opportunities to educate and celebrate the different aspects
of diverse cultures and traditions through outreach activities.
Appointment of Members
1.3 The following is an excerpt from the terms of reference regarding appointments:
The committee shall be comprised of seven voting members, all Clarington residents,
including two youth (ages 16 to 24 years) and one Member of Council to provide
continuity between the committee and Council. Appointments shall run in 4 year terms,
with the exception of 3 members of the inaugural committee who will serve a 2 year
term. This staggering will ensure continuity on the committee. Appointments may be
revoked at any time at the discretion of Council. The citizen appointments should
represent a broad range of the community including representatives of diverse groups
(national origin, ethnicity, language, race, colour, sexual orientation, gender identity,
age, etc).

1.4 Considering that the initial formation of the Committee will occur in 2018 and only two or
three meetings might be held in advance of the 2018 Municipal Elections, it is
recommended that the initial four year term of the Committee extend until the end of
2022 with the exception of three members. Subsequent appointments to the Committee
will run concurrent with the term of Council.
2. Current Situation
Advertisement
2.1 An advertisement ran in the local newspapers and on our Municipality of Clarington
website seeking applications from qualified interested parties to fill the seven community
positions on the Diversity Advisory Committee for a term ending December 31, 2020 or
December 31, 2022 or until a successor is appointed.
2.2 In response to the advertisement, the following individuals, have submitted their
applications:

2.3 The applications have been circulated under separate cover (Attachment 2) as they
contain personal information.
NOTE: The Terms of Reference states that "The committee shall be comprised of seven voting
members, all Clarington residents". Ms. Reid is not a resident of Clarington.

4. Conclusion
4.1 In order to fulfill the requirements of the Terms of Reference of the Diversity Advisory
Committee, it is recommended that three of the applicants (listed above) be appointed
to the Diversity Advisory Committee, for a term ending December 31, 2020.
4.2 In order to fulfill the requirements of the Terms of Reference of the Diversity Advisory
Committee, it is recommended that four of the applicants (listed above) be appointed to
the Diversity Advisory Committee, for a term ending December 31, 2022.
