That Report OPD -007-18 be received for information. Municipality of Clarington Resort OPD -007-18 Report Overview Paae 2 This report provides Council with an overview of the 2018 winter maintenance program costs from January 1 St to May 25th, 2018. 1. Background 1.1. Overtime: From January 1 st to May 25th the Operations Department incurred 4,885.5 hours of total overtime for winter maintenance activities. Winter Maintenance: During the first four month period the Operations Department provided 52 responses, which included 35 snow clearing; 3 drifting; 3 freezing rain; 7 icy patches and 4 snow removal operations. Please note in the following table the total number of our responses for the 2018 winter season compared to the previous four years. Severe Weather Events: Page 3 Clarington had severe weather events in both April and May. Windstorm on April 4th downed four traffic signals and twelve trees resulting in the closure of four roads. The freezing rain storm starting on Saturday, April 14th into Sunday afternoon required a full call out of staff to plow, sand/salt roads as well as responding to roads flooding in both urban and rural areas. Operations staff addressed eight hazardous tree issues across the road network along with removal of hangers and broken branches The windstorm on May 4th caused major havoc with fifty-three tree failures. Staff responded to several roads that were blocked due to downed trees. In addition there were street lights and traffic signals down and multiple power outages. 2. Budget For 2018 Council approved a winter maintenance budget of $2,159,622 for roads, $175,000 for sidewalks / parking lots and $80,000 for the Senior and Physically Disabled snow clearing contract. 2.1. Winter Maintenance: As of May 25th, 2018 the following table illustrates the expenditures incurred. Included in the above total is the 2018 cost of $18,828 to provide winter maintenance to unassumed developments, which is recovered from developers. 2.2. Sidewalk Snow Clearing Contract: The total 2017 budget for this program is $175,000 with an actual expenditure of $101,485 as of May 25th, 2018. It is Canada Post's responsibility to clear the snow immediately in front of the boxes so delivery agents and residents can access it. In cases where there is a paved access from the curb to the sidewalk, the Canada Post contractor should be clearing that access. If a customer has any concern regarding a community mailbox site including snow maintenance, they can go to canadapost.ca and click on "Your Community Mailbox" and create a ticket which can be monitored and tracked. They may also call 1-866-607-6301. This information will be posted on our website. 4. Ontario Minimum Maintenance Standards Ontario Regulation 366/18 was signed by the Minister of Transportation May 31d, 2018. This regulation amended O. Reg 239/02 Minimum Maintenance Standard for municipal highways. New clauses include winter maintenance on roadways, sidewalks, and bicycle lanes, declaration of weather hazard / significant weather events, winter sidewalk maintenance, encroachments within the area of sidewalk and clarification on potholes, cracks, luminaires and sidewalk surface discontinuities. Staff is reviewing all of the amendments and how it may affect our 2018 -2019 winter maintenance program and addressing any concerns as part of the 2019 Budget. Conclusion Page 6 The current expenditure reflected in this report is based on year to date actual. Staff will continue to provide storm updates to you throughout the fall and winter and will report to Council in early 2019 on the costs of the 2018 winter maintenance program. 7.
